【摘要】：軍民融合是我國(guó)的國(guó)家戰(zhàn)略,并已從政策頂層設(shè)計(jì)到部門(mén)地方落地。但是軍地分割局面尚未真正打破,民營(yíng)企業(yè)難以參與國(guó)防生產(chǎn)領(lǐng)域,缺少信息平臺(tái)和創(chuàng)新服務(wù)體系。美國(guó)、俄羅斯、日本、以色列等發(fā)達(dá)國(guó)家在軍民融合創(chuàng)新方面有很好的實(shí)踐經(jīng)驗(yàn),值得我國(guó)學(xué)習(xí)借鑒。我國(guó)應(yīng)加快軍民融合創(chuàng)新對(duì)接平臺(tái)建設(shè),建立"軍轉(zhuǎn)民""民參軍"兩用技術(shù)池、資金池、人才池、信息池;依托國(guó)家自主創(chuàng)新示范區(qū),拓展軍民融合創(chuàng)新對(duì)接功能;加快軍民融合的激勵(lì)、金融、人才、稅收、知識(shí)產(chǎn)權(quán)等政策的設(shè)計(jì),設(shè)立軍民融合專(zhuān)項(xiàng)資金;加強(qiáng)科技計(jì)劃頂層設(shè)計(jì)的軍民融合。
[Abstract]:Military-civilian integration is our national strategy, and has been from the top of the policy design to the local level. However, the situation of military and local division has not been really broken, private enterprises are difficult to participate in the field of national defense production, lack of information platform and innovative service system. The United States, Russia, Japan, Israel and other developed countries have good practical experience in military and civil integration innovation, which is worth learning from our country. Our country should speed up the construction of the platform of military and civilian integration and innovation, establish the dual-use technology pool, fund pool, talent pool and information pool of "military to civilian" and "join the army", and expand the joint function of military and civil integration innovation by relying on the national independent innovation demonstration area. We will speed up the design of policies on military and civilian integration, such as incentives, finance, talent, taxation and intellectual property rights, and set up special funds for civil-military integration; and strengthen the integration of military and civil affairs at the top level of scientific and technological plans.
