【摘要】：進(jìn)入21世紀(jì)后,我國(guó)經(jīng)濟(jì)發(fā)展和社會(huì)生活對(duì)化工產(chǎn)品的依賴(lài)在加劇,可作為化學(xué)工業(yè)主要源頭原料的石油和天然氣資源的開(kāi)發(fā)卻受到了限制。在國(guó)內(nèi)外石油、天然氣價(jià)格不斷上漲,和我國(guó)缺油、少氣、富煤的能源狀況大背景下,發(fā)展以煤為原料的煤化工無(wú)疑是化工產(chǎn)業(yè)最好的發(fā)展方向。但大型煤化工是一個(gè)新興的產(chǎn)業(yè),其不但需要巨大的投資,而且還需要許多前沿的技術(shù)。誰(shuí)先掌握了煤化工生產(chǎn)的最先進(jìn)技術(shù),誰(shuí)就掌握了煤化工發(fā)展的未來(lái)。在新型煤化工項(xiàng)目如雨后春筍一樣出現(xiàn)的今天,如何能以高效、經(jīng)濟(jì)的管理模式將煤化工項(xiàng)目建設(shè)好,使其快速地投入運(yùn)營(yíng),也成為了煤化工企業(yè)所關(guān)注的一個(gè)熱點(diǎn)。新鄉(xiāng)年產(chǎn)20萬(wàn)噸乙二醇項(xiàng)目是河南煤業(yè)化工集團(tuán)公司成立后,為調(diào)整產(chǎn)品結(jié)構(gòu),提升企業(yè)競(jìng)爭(zhēng)力而決策上馬的第一批重點(diǎn)煤化工項(xiàng)目之一,而且該項(xiàng)目采用了國(guó)內(nèi)自主知識(shí)產(chǎn)權(quán)的最新煤制乙二醇技術(shù)。該項(xiàng)目于2012年3月底成功打通了生產(chǎn)流程并產(chǎn)出了合格產(chǎn)品。經(jīng)過(guò)幾次技術(shù)改造后,產(chǎn)量和質(zhì)量均得到了大幅提升,其產(chǎn)品在銷(xiāo)售市場(chǎng)上也占據(jù)了一席之地。 本文擬以新鄉(xiāng)年產(chǎn)20萬(wàn)噸乙二醇建設(shè)項(xiàng)目的管理為研究對(duì)象,從不同側(cè)面剖析了項(xiàng)目建設(shè)各個(gè)階段的管理工作。文中通過(guò)對(duì)項(xiàng)目建設(shè)的決策、設(shè)計(jì)、施工、試車(chē)與試生產(chǎn)各階段管理實(shí)踐的回顧,對(duì)不同階段的成本、采購(gòu)、質(zhì)量、組織架構(gòu)與人力資源、信息溝通等幾個(gè)方面的管理工作情況進(jìn)行總結(jié),研究和歸納了適合河南煤業(yè)化工集團(tuán)管控模式的煤化工建設(shè)項(xiàng)目管理方式與經(jīng)驗(yàn)教訓(xùn)。 期望通過(guò)本文的研究能夠?yàn)楹幽厦簶I(yè)化工集團(tuán)煤化工項(xiàng)目建設(shè)管理,以及國(guó)內(nèi)類(lèi)似化工項(xiàng)目的建設(shè)管理提供有價(jià)值的借鑒和參考。
[Abstract]:After entering the 21st century , China ' s economic development and social life depend on chemical products . The development of petroleum and natural gas resources , which can be used as the main source of chemical industry , has been limited .

Based on the management of 200,000 tons of ethylene glycol construction project in Xinxiang , this paper analyzes the management of various stages of project construction from different sides . Through reviewing the management practices in various stages , such as decision making , design , construction , commissioning and trial production , this paper summarizes the management situation of cost , procurement , quality , organization structure and human resources and information communication in different stages .

It is hoped that the research in this paper can provide valuable reference and reference for the construction and management of coal chemical engineering projects in Henan coal industry , as well as the construction management of similar chemical projects in China .
