【摘要】：包頭稀土產(chǎn)業(yè)的發(fā)展對改善包頭地區(qū)的產(chǎn)業(yè)結(jié)構、加快稀土相關產(chǎn)業(yè)的發(fā)展，帶動周邊地區(qū)的經(jīng)濟增長、提升區(qū)域經(jīng)濟實力，實現(xiàn)地區(qū)經(jīng)濟的可持續(xù)發(fā)展具有深遠的意義。但是，稀土產(chǎn)業(yè)也面臨著環(huán)境污染嚴重，研發(fā)資金不足，產(chǎn)業(yè)鏈亟待加長，產(chǎn)業(yè)集中度不高，高科技、深加工產(chǎn)品市場占有率低及缺少自主知識產(chǎn)權等問題。2011年5月，《國務院關于促進稀土行業(yè)持續(xù)健康發(fā)展的若干意見》及《內(nèi)蒙古自治區(qū)稀土上游企業(yè)整合淘汰工作方案》的頒發(fā)使包頭稀土產(chǎn)業(yè)走向了重組的發(fā)展模式。但是，包鋼稀土在整合的過程中遇到了一定的阻礙，這十分不利于包頭稀土產(chǎn)業(yè)的持續(xù)健康發(fā)展。本文基于包頭稀土在面臨整合的背景下，針對包頭稀土產(chǎn)業(yè)的現(xiàn)狀及其內(nèi)、外部環(huán)境進行深入的分析和研究，最終提出了包頭稀土產(chǎn)業(yè)發(fā)展戰(zhàn)略，力求為包頭稀土產(chǎn)業(yè)發(fā)展提供新的戰(zhàn)略思路。 本文首先分析了中國稀土產(chǎn)業(yè)的發(fā)展狀況及發(fā)展趨勢；其次，運用PEST模型、五力模型等，從宏觀環(huán)境及微觀環(huán)境等方面對包頭稀土產(chǎn)業(yè)進行分析，總結(jié)出了包頭市稀土產(chǎn)業(yè)發(fā)展的內(nèi)部優(yōu)勢、劣勢及外部機會和威脅，并對優(yōu)勢、劣勢、機會和威脅分別設置了評價指標因素，結(jié)合專家打分法和層次分析法對這些指標因素進行了SWOT定量分析，根據(jù)評價指標的權重及優(yōu)勢、劣勢、機會和威脅的加權分值，對各指標因素對包頭稀土產(chǎn)業(yè)的影響力進行分析，最終得出了包頭稀土產(chǎn)業(yè)應選擇扭轉(zhuǎn)型發(fā)展戰(zhàn)略，其指導思想是：認真貫徹《國務院關于促進稀土行業(yè)持續(xù)健康發(fā)展的若干意見》，加快轉(zhuǎn)變稀土行業(yè)發(fā)展方式，促進稀土產(chǎn)業(yè)結(jié)構調(diào)整，推進節(jié)能減排和環(huán)境保護，嚴格控制開采和冶煉分離能力，發(fā)展稀土新材料及應用產(chǎn)業(yè)，實現(xiàn)包頭稀土產(chǎn)業(yè)從資源優(yōu)勢向產(chǎn)業(yè)優(yōu)勢進而向經(jīng)濟優(yōu)勢的快速轉(zhuǎn)變，打造世界先進、國內(nèi)一流的稀土產(chǎn)品的開發(fā)、研究和生產(chǎn)基地。 本文的創(chuàng)新點是定量分析了包頭稀土產(chǎn)業(yè)的指標因素，得出包頭稀土產(chǎn)業(yè)應實施扭轉(zhuǎn)型戰(zhàn)略。根據(jù)目前稀土所面臨的國際環(huán)境，包頭應對稀土資源持保護性開采措施，重視環(huán)境保護，加大整合力度，，北方稀土應盡早實施大企業(yè)大集團戰(zhàn)略；同時，加強對產(chǎn)業(yè)配套能力的重視程度和對稀土企業(yè)的監(jiān)管及行業(yè)自律能力。
[Abstract]:The development of Baotou rare earth industry has far-reaching significance for improving the industrial structure of Baotou region, speeding up the development of rare earth related industries, promoting the economic growth of the surrounding areas, promoting the regional economic strength, and realizing the sustainable development of the regional economy. However, the rare earth industry also faces serious environmental pollution, insufficient R & D funds, an industry chain that needs to be lengthened, a low degree of industrial concentration, and high technology. Some problems such as low market share and lack of independent intellectual property rights of deep processed products. In May 2011, some opinions of the State Council on promoting the sustainable and healthy development of rare earth industry "and" the integration and elimination of the upstream enterprises of rare earths in Inner Mongolia Autonomous region " The issuance of the plan made Baotou rare earth industry to the restructuring of the development model. However, Baotou rare earth industry encountered some obstacles in the process of integration, which is not conducive to the sustainable and healthy development of Baotou rare earth industry. Based on the integration of Baotou rare earth, this paper analyzes and studies the present situation and internal and external environment of Baotou rare earth industry, and finally puts forward the development strategy of Baotou rare earth industry. Strive for Baotou rare earth industry development to provide a new strategic thinking. This paper first analyzes the development situation and development trend of rare earth industry in China; secondly, analyzes Baotou rare earth industry from macro environment and micro environment by using PEST model, five forces model, etc. This paper summarizes the internal advantages, disadvantages and external opportunities and threats of the development of rare earth industry in Baotou City, and sets up the evaluation index factors for the strengths, weaknesses, opportunities and threats, respectively. Combined with the expert scoring method and the Analytic hierarchy process (AHP), the SWOT quantitative analysis of these index factors is carried out. According to the weight and advantages of the evaluation index, the weighted score of the inferior position, the opportunity and the threat, The influence of various index factors on Baotou rare earth industry is analyzed. Finally, it is concluded that Baotou rare earth industry should choose the strategy of transformation and development. Its guiding ideology is to conscientiously implement the State Council's views on promoting the sustained and healthy development of the rare earth industry, speed up the transformation of the mode of development of the rare earth industry, promote the readjustment of the industrial structure of rare earths, and promote energy conservation and emission reduction and environmental protection. Strictly control the ability of mining and smelting separation, develop new rare earth materials and application industries, realize the rapid transformation of Baotou rare earth industry from resource superiority to industrial advantage and then to economic advantage, and build up the world's advanced. Domestic first-class rare earth product development, research and production base. The innovation of this paper is to quantitatively analyze the index factors of Baotou rare earth industry, and draw the conclusion that Baotou rare earth industry should implement twisting strategy. According to the current international environment of rare earth, Baotou should hold protective mining measures for rare earth resources, attach importance to environmental protection and intensify integration. The northern rare earths should implement the strategy of large enterprises and large groups as soon as possible; at the same time, We should pay more attention to the supporting ability of industry and supervise and self-discipline of rare earth enterprises.
