【摘要】：隨著經(jīng)濟(jì)全球化趨勢(shì)不斷加強(qiáng)，企業(yè)競(jìng)爭(zhēng)空前激烈，技術(shù)已經(jīng)成為決定企業(yè)競(jìng)爭(zhēng)結(jié)果的關(guān)鍵因素。對(duì)外直接投資作為國(guó)際技術(shù)溢出的重要渠道，可能會(huì)對(duì)母國(guó)技術(shù)進(jìn)步產(chǎn)生影響，近年來(lái)這一論題開始受到關(guān)注。但是國(guó)內(nèi)在對(duì)對(duì)外直接投資逆向技術(shù)溢出效應(yīng)的研究中，在投資對(duì)象的選取上不具備針對(duì)性。而改革開放以來(lái)，伴隨著“走出去”戰(zhàn)略的推進(jìn)，我國(guó)對(duì)歐盟直接投資取得了顯著的發(fā)展，使得研究中國(guó)對(duì)歐盟直接投資逆向技術(shù)溢出效應(yīng)成為可能。 本文在對(duì)外直接投資理論和對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)總結(jié)的基礎(chǔ)上，首先從投資規(guī)模、區(qū)位分布、行業(yè)選擇、進(jìn)入方式等方面對(duì)我國(guó)在歐盟直接投資的發(fā)展歷程及現(xiàn)狀進(jìn)行分析；然后從公司、產(chǎn)業(yè)、國(guó)家三個(gè)層面分析對(duì)外直接投資引起投資母國(guó)技術(shù)進(jìn)步的作用機(jī)理，并從投資國(guó)和東道國(guó)角度分析影響投資母國(guó)逆向技術(shù)溢出效應(yīng)的因素；最后在理論分析的基礎(chǔ)上，基于國(guó)際RD溢出回歸模型，本文對(duì)歐盟直接投資的逆向技術(shù)溢出效應(yīng)的存在性和逆向技術(shù)溢出效應(yīng)的影響因素進(jìn)行實(shí)證研究。 實(shí)證結(jié)果表明，，中國(guó)對(duì)歐盟直接投資的逆向技術(shù)溢出效應(yīng)已經(jīng)開始顯現(xiàn)出來(lái)，但作用的強(qiáng)度相對(duì)較小。東道國(guó)豐富的人力資本、先進(jìn)的技術(shù)水平和較強(qiáng)的知識(shí)產(chǎn)權(quán)保護(hù)力度對(duì)我國(guó)OFDI逆向技術(shù)溢出的吸收具有促進(jìn)作用，對(duì)外開放度對(duì)逆向技術(shù)溢出效應(yīng)的作用不確定。基于以上研究結(jié)論，最后從微觀--企業(yè)、宏觀--政府政策兩個(gè)角度提出加強(qiáng)中國(guó)對(duì)歐盟直接投資逆向技術(shù)溢出效應(yīng)的政策建議。
[Abstract]:With the increasing trend of economic globalization and the unprecedented fierce competition among enterprises, technology has become the key factor to determine the result of enterprise competition. As an important channel of international technology spillover, foreign direct investment (FDI) may have an impact on the technological progress of home countries. In recent years, attention has been paid to this topic. However, in the study of adverse technology spillover effect of foreign direct investment, there is no pertinence in the selection of investment object. Since the reform and opening up, along with the "going out" strategy, China's direct investment in the European Union has made remarkable development, making it possible to study the reverse technology spillover effect of China's direct investment in the European Union. On the basis of the theory of foreign direct investment and the summary of domestic and foreign literatures, this paper firstly analyzes the development course and present situation of China's direct investment in the European Union from the aspects of investment scale, location distribution, industry choice, entry mode and so on. Then it analyzes the mechanism of technological progress caused by FDI from three aspects of company, industry and country, and analyzes the factors that affect the adverse technology spillover effect from the point of view of investment country and host country. Finally, on the basis of theoretical analysis and based on the international Rd spillover regression model, this paper makes an empirical study on the existence of reverse technology spillover effect of EU direct investment and the influencing factors of reverse technology spillover effect. The empirical results show that the reverse technology spillover effect of China's direct investment in the EU has begun to appear, but the intensity of the effect is relatively small. The rich human capital, advanced technology level and strong intellectual property protection of host country can promote the absorption of reverse technology spillover of OFDI in China, and the degree of opening to the outside world plays an uncertain role in the spillover effect of reverse technology. Based on the above conclusions, some suggestions are put forward to strengthen the reverse technology spillover effect of China's direct investment to the EU from two aspects: micro enterprise, macro government policy.
