【摘要】：本文基于擴(kuò)展的貿(mào)易引力模型,使用2000~2015年中國同22個貿(mào)易伙伴國的面板數(shù)據(jù),并引入和技術(shù)性貿(mào)易壁壘以及高技術(shù)產(chǎn)品密切相關(guān)的知識產(chǎn)權(quán)保護(hù)這一變量,實(shí)證考察進(jìn)口國TBT對中國高技術(shù)產(chǎn)品出口的影響。結(jié)果表明:(1)進(jìn)口國實(shí)施TBT或進(jìn)行知識產(chǎn)權(quán)保護(hù)均會抑制中國高技術(shù)產(chǎn)品的出口,但抑制作用并不顯著;(2)若進(jìn)口國將TBT和知識產(chǎn)權(quán)保護(hù)相結(jié)合形成更為隱蔽的技術(shù)性貿(mào)易壁壘,將會顯著抑制中國高技術(shù)產(chǎn)品的出口;(3)中國高技術(shù)產(chǎn)品出口呈現(xiàn)行業(yè)差異,其中醫(yī)藥制造業(yè)受到的抑制效應(yīng)最大;(4)由于技術(shù)模仿和產(chǎn)品同質(zhì)化現(xiàn)象的存在,中國高技術(shù)產(chǎn)品出口會在中高收入國家遭遇更為嚴(yán)重的TBT,對出口的抑制效應(yīng)會更大。中國應(yīng)將知識產(chǎn)權(quán)保護(hù)政策作為應(yīng)對進(jìn)口國TBT的一種補(bǔ)充,在保證高技術(shù)產(chǎn)品貿(mào)易健康發(fā)展的同時推動出口產(chǎn)業(yè)向中高端發(fā)展。
[Abstract]:Based on the extended trade gravity model, this paper uses the panel data of China and 22 trading partners from 2000 to 2015, and introduces the variable of intellectual property protection, which is closely related to technical barriers to trade and high-tech products. An empirical study of the impact of importing TBT on China's high-tech exports. The results show that both TBT and intellectual property protection in importing countries will inhibit the export of Chinese high-tech products, but the inhibitory effect will not be significant. If importing countries combine TBT with intellectual property protection, they will form more subtle technical barriers to trade. The export of high-tech products in China will be significantly inhibited. (3) the export of high-tech products in China presents industry differences, of which the pharmaceutical manufacturing industry is the most affected) because of the phenomenon of technological imitation and homogenization of products. China's exports of high-tech products will encounter more severe TBTs in high-income countries and will have a greater inhibitory effect on exports. China should take the IPR protection policy as a supplement to the TBT of importing countries to ensure the healthy development of high-tech products trade while promoting the export industry to the high-end development.
