【摘要】：美國聯(lián)邦政府對大學學術績效的介入主要表現(xiàn)在依據(jù)"開支權(quán)"對大學教育績效和依據(jù)"知識產(chǎn)權(quán)保護權(quán)"對大學研究績效的干預、規(guī)制和影響上;而州政府對大學學術績效的介入則主要表現(xiàn)為對公立大學實施"州政府問責制"和對私立大學進行"許可式監(jiān)控"。兩者根據(jù)自身的權(quán)能,依法主動承擔各自在大學學術績效外部治理中的主要責任,對保證高等教育質(zhì)量和增進大學公共性具有不可替代的作用。研究結(jié)論認為,美國大學學術績效外部治理的大致范圍和方式方法能從治理主體的權(quán)力依據(jù)中找到重要線索,聯(lián)邦政府和州政府作為大學學術績效的外部治理主體同中有異。我國政府在高等教育強國和"雙一流"大學建設中,可以根據(jù)本國的國情和高等教育體制,合理借鑒美國政府對大學學術績效的治理思路和方式方法。
[Abstract]:The intervention of the United States federal government on the academic performance of universities is mainly manifested in the intervention, regulation and influence of the right of expenditure on the performance of university education and the right of intellectual property protection to the performance of university research.The intervention of the state government on the academic performance of universities is mainly manifested in the implementation of "state accountability" to public universities and the "licensing monitoring" of private universities.According to their own power, both of them take the initiative to assume their main responsibilities in the external governance of university academic performance according to law, which plays an irreplaceable role in ensuring the quality of higher education and enhancing the publicity of the university.The conclusion is that the general scope and methods of external governance of academic performance of American universities can find important clues from the power basis of the governance subjects, and the federal government and the state government as the external governance subjects of the academic performance of universities are different from each other.In the construction of a powerful country in higher education and a "double first-class" university, our government can reasonably learn from the administration ideas and methods of the American government on the academic performance of universities according to the national conditions and the higher education system.
