【摘要】：項(xiàng)目管理(Project Management)就是為了實(shí)現(xiàn)項(xiàng)目目標(biāo),而對(duì)項(xiàng)目涉及的所有工作進(jìn)行規(guī)劃和組織的全過(guò)程。從項(xiàng)目的投資決策到項(xiàng)目結(jié)束的整個(gè)過(guò)程中,項(xiàng)目管理要在有限的資源下,運(yùn)用科學(xué)的方法對(duì)項(xiàng)目的所有工作進(jìn)行系統(tǒng)的管理。項(xiàng)目管理包括六部分的內(nèi)容,它們分別是：項(xiàng)目計(jì)劃、項(xiàng)目組織、項(xiàng)目指揮、項(xiàng)目協(xié)調(diào)、項(xiàng)目控制和項(xiàng)目評(píng)價(jià)。大型先進(jìn)壓水堆核電站重大專項(xiàng)是《國(guó)家中長(zhǎng)期科學(xué)和技術(shù)發(fā)展規(guī)劃綱要(2006—2020年)》確定的“大型先進(jìn)壓水堆及高溫氣冷堆核電站”重大專項(xiàng)的分項(xiàng),是與我國(guó)建設(shè)創(chuàng)新型國(guó)家的發(fā)展戰(zhàn)略緊密結(jié)合的重大科技工程,具有十分重大的戰(zhàn)略意義和必要性。利用先進(jìn)的項(xiàng)目管理理論,管理具有我國(guó)自主知識(shí)產(chǎn)權(quán)的大型先進(jìn)壓水堆核電站,符合國(guó)際核電技術(shù)的發(fā)展趨勢(shì),有利于我國(guó)核電產(chǎn)業(yè)實(shí)現(xiàn)跨越式發(fā)展。本文首先介紹了壓水堆重大專項(xiàng)的背景,在總結(jié)了國(guó)內(nèi)外核電發(fā)展現(xiàn)狀和分析了核電發(fā)展趨勢(shì)后,重點(diǎn)介紹了壓水堆核電站重大專項(xiàng)示范工程總體技術(shù)方案和示范工程的建設(shè),論述了重大專項(xiàng)的組織管理與機(jī)制創(chuàng)新,分析了項(xiàng)目的經(jīng)費(fèi)估算和籌資方案。最后本文通過(guò)效益和風(fēng)險(xiǎn)分析,從幾方面對(duì)項(xiàng)目實(shí)施進(jìn)行了評(píng)價(jià),得出了切實(shí)的評(píng)價(jià)結(jié)果,認(rèn)為本項(xiàng)目意義重大、切實(shí)可行。
[Abstract]:Project Management is the whole process of planning and organizing all the work involved in the project in order to achieve the goal of the project.During the whole process from the investment decision to the end of the project, the project management should systematically manage all the work of the project under the limited resources and the scientific method.Project management consists of six parts: project planning, project organization, project direction, project coordination, project control and project evaluation.The major project for large-scale advanced PWR nuclear power stations is a sub-item of the "large Advanced PWR and High temperature Gas-cooled reactor Nuclear Power plants", which was defined in the National Medium- and Long-Term Science and Technology Development Program for 2006-2020.It is an important scientific and technological project which is closely combined with the development strategy of building an innovative country in our country, which is of great strategic significance and necessity.Using advanced project management theory to manage large scale advanced PWR nuclear power plants with independent intellectual property rights in China is in line with the development trend of international nuclear power technology and is conducive to the development of nuclear power industry in China by leaps and bounds.This paper first introduces the background of the PWR major project, after summarizing the domestic and foreign nuclear power development status and analyzing the nuclear power development trend, the overall technical scheme and the construction of the demonstration project of the PWR nuclear power plant major demonstration project are emphatically introduced.This paper discusses the organization, management and mechanism innovation of major special projects, and analyzes on the estimation of project funds and the scheme of raising funds.Finally, through the analysis of benefit and risk, this paper evaluates the implementation of the project from several aspects, obtains the practical evaluation results, and thinks that the project is of great significance and feasible.
