【摘要】：貧富差距的不斷擴(kuò)大成為引發(fā)犯罪的主要誘因，自上世紀(jì)九十年代末以來(lái)，以侵財(cái)為目的的“兩搶一盜”，甚至綁架勒索、殺人搶劫、搶劫?gòu)?qiáng)奸等刑事犯罪案件，發(fā)案率持續(xù)居高不下，守法公民的生命財(cái)產(chǎn)安全受到了極大的威脅。當(dāng)前迫切需要一種比撥打“110”報(bào)警電話或發(fā)送短信更為快速、隱蔽、便捷、準(zhǔn)確的報(bào)警方式，以便能在面臨不法侵害的情況下第一時(shí)間發(fā)出緊急報(bào)警求救信號(hào)并獲得及時(shí)有效的救助。 運(yùn)用新的信息通信科技手段，為數(shù)以億計(jì)有需求的手機(jī)用戶，提供一種安防手機(jī)終端，以及相應(yīng)的接報(bào)警系統(tǒng)，是我國(guó)通信行業(yè)、也是我國(guó)政府和社會(huì)管理者不可推卸的職責(zé)和使命。“一鍵式”數(shù)據(jù)緊急報(bào)警功能和防盜搶功能的手機(jī)新技術(shù)的問(wèn)世，不但能讓遭到不法侵害的當(dāng)事人在第一時(shí)間快速、隱蔽、準(zhǔn)確地發(fā)出求救信號(hào)，，以便獲得警方的及時(shí)解救，還能在不法侵害即將發(fā)生之際，提前向網(wǎng)絡(luò)服務(wù)平臺(tái)發(fā)出預(yù)警信號(hào)，使手機(jī)真正發(fā)揮出“貼身保鏢"的作用。 T公司自主研發(fā)的、具有多項(xiàng)知識(shí)產(chǎn)權(quán)和國(guó)家發(fā)明專利的“個(gè)人安全護(hù)衛(wèi)”是移動(dòng)通信領(lǐng)域的一項(xiàng)全新的具有劃時(shí)代意義的增值服務(wù)“，移動(dòng)互聯(lián)網(wǎng)快速隱蔽報(bào)警技術(shù)系統(tǒng)”如能得到應(yīng)用推廣，每一個(gè)“安防手機(jī)”用戶都可以成為警方的業(yè)余便衣偵探，真正發(fā)揮出“警力有限、民力無(wú)窮”的巨大威力；這對(duì)犯罪嫌疑人將會(huì)起到空前的震懾作用，從而達(dá)到重復(fù)犯罪率穩(wěn)步回落，初次犯罪率大幅下降，社會(huì)治安狀況進(jìn)一步好轉(zhuǎn)的目的。 本商業(yè)計(jì)劃書順應(yīng)科技創(chuàng)新可持續(xù)發(fā)展的要求，理論結(jié)合實(shí)際，通過(guò)闡述安防手機(jī)的相關(guān)概念、國(guó)內(nèi)安防行業(yè)發(fā)展現(xiàn)狀及當(dāng)前安防行業(yè)存在的問(wèn)題及相關(guān)影響因素，以T公司的安防手機(jī)項(xiàng)目為對(duì)象，運(yùn)用戰(zhàn)略管理的相關(guān)理論、收集相關(guān)研究文獻(xiàn)資料，采用PEST分析、內(nèi)部條件分析和SWOT分析等方法，對(duì)安防行業(yè)發(fā)展所面臨的機(jī)遇和挑戰(zhàn)進(jìn)行了細(xì)致深入地分析，為安防手機(jī)的可持續(xù)發(fā)展提出一些對(duì)策和建議。通過(guò)分析，得出幾點(diǎn)對(duì)科技創(chuàng)新型企業(yè)創(chuàng)業(yè)發(fā)展初期具有借鑒意義的結(jié)論。期望通過(guò)此份商業(yè)計(jì)劃書向有興趣的資金方和潛在投資者介紹T公司該項(xiàng)目的實(shí)際情況，以產(chǎn)品未來(lái)的經(jīng)濟(jì)效益、社會(huì)效益打動(dòng)出資人，實(shí)現(xiàn)股權(quán)或債權(quán)方式的資金注入。
[Abstract]:The widening gap between the rich and the poor has become the main cause of crime. Since the late 1990s, criminal cases such as kidnapping, extortion, murder, robbery, robbery, rape and other criminal crimes have been committed with the aim of "two robberies and one theft" for the purpose of invading money.The incidence rate continues to remain high, and the safety of the lives and property of law-abiding citizens is greatly threatened.There is an urgent need for a more rapid, covert, convenient and accurate way of alerting people than calling "110" alarm calls or sending short messages.In order to be in the face of illegal infringement in the first time to send an emergency call for help and timely and effective relief.Using new information and communication technology means to provide a kind of secure mobile phone terminal and corresponding alarm system for hundreds of millions of mobile phone users is the communication industry of our country.Also is our country government and the social manager cannot shirk the duty and the mission.With the advent of the "one-click" data emergency alarm function and the anti-theft and robbery function, the new mobile phone technology can not only enable the party who has been illegally violated to send out the distress signal quickly, covert and accurately at the first time, so as to obtain the timely rescue of the police.It can also send early warning signals to the network service platform when the illegal infringement is about to happen, so that the mobile phone can really play the role of "close bodyguard".The "personal security guard", independently developed by T Company, with multiple intellectual property rights and national invention patents, is a new and epoch-making value-added service in the field of mobile communications.Mobile Internet rapid covert alarm technology system "if can be applied and promoted, every" security mobile phone "users can become the police amateur plainclothes detective, really play out" the police force is limited, people's force is infinite "huge power;"This will play an unprecedented deterrent role to the suspects, thus achieving the goal of a steady drop in the repeat crime rate, a sharp drop in the initial crime rate, and a further improvement in the public security situation.This business plan conforms to the requirements of the sustainable development of science and technology innovation, combining theory with practice, through expounding the related concepts of security mobile phone, the present situation of the development of domestic security and defense industry, the problems existing in the current security industry and the relevant influencing factors.Taking the security mobile phone project of T Company as the object, using the relevant theory of strategic management, collecting the relevant research literature, adopting the methods of PEST analysis, internal condition analysis and SWOT analysis, etc.This paper analyzes the opportunities and challenges faced by the security industry, and puts forward some countermeasures and suggestions for the sustainable development of security mobile phones.Through the analysis, we draw some conclusions that have reference significance in the initial stage of the development of science and technology innovation enterprises.Through this business plan, we hope to introduce the actual situation of T Company to interested parties and potential investors, to impress the investors with the future economic benefits and social benefits of the products, and to realize the capital injection of equity or creditor's rights.
