【摘要】：選取2006—2014年中國科技活動相關數(shù)據,構建國家科技創(chuàng)新系統(tǒng)動力學模型,繪制影響科技創(chuàng)新能力要素的因果關系圖,仿真模擬分析國家科技創(chuàng)新能力的影響因素。研究發(fā)現(xiàn):在國家科技創(chuàng)新能力提升進程中,企業(yè)RD經費投入和RD人員投入起決定性作用,政府的知識產權保護是提升創(chuàng)新能力的重要手段。由此應制定實施符合中國國情的知識產權保護制度、增加企業(yè)RD投入、加大財政科技經費支持力度等針對性措施,以加快提升國家科技創(chuàng)新能力。
[Abstract]:Based on the relevant data of China's science and technology activities from 2006 to 2014, the dynamic model of the national science and technology innovation system is constructed, and the causality diagram of the factors influencing the ability of science and technology innovation is drawn. Simulation and analysis of the influencing factors of national scientific and technological innovation ability. The research finds that R D funds and R D personnel investment play a decisive role in the process of improving the national S & T innovation capability. The government's intellectual property protection is an important means to enhance innovation ability. Therefore, it is necessary to formulate and implement a system of intellectual property protection in line with China's national conditions, increase R D investment of enterprises, and increase financial support for science and technology, and other targeted measures. In order to speed up the promotion of national scientific and technological innovation capacity.
