【摘要】：針對河北省排污許可日常管理存在的排污單位持證排污法律意識淡薄、排污許可總量核定沒有具體辦法和后期監(jiān)管力度不夠的問題,提出要加強日常監(jiān)管,探索一套排污許可排放量的核算辦法,并確定一個適合排污單位排污量的核查方法,以便排污單位自查自控和環(huán)保核查。
[Abstract]:In view of the problems existing in the daily management of sewage discharge permits in Hebei Province, such as the weak legal consciousness of sewage discharge units, the lack of specific measures for the examination and approval of the total amount of sewage discharge permits and the insufficient supervision and control in the later period, this paper puts forward that it is necessary to strengthen daily supervision, explore a set of accounting methods for emission permit emissions, and determine a verification method suitable for sewage discharge units, so that the sewage discharge units can self-check self-control and environmental protection verification.
