【摘要】：與中國(guó)海外利益不斷擴(kuò)展的現(xiàn)實(shí)相比,因?yàn)槿狈Ψ�(wěn)定的海外硬件保障條件,中國(guó)在保護(hù)海外利益和提供國(guó)際安全公共產(chǎn)品方面面臨較大挑戰(zhàn)。海外基地建設(shè)不僅能發(fā)揮硬實(shí)力的軟運(yùn)用功能,還能夠滿足東道國(guó)在國(guó)家安全、經(jīng)濟(jì)發(fā)展、國(guó)民就業(yè)等方面的需求。中國(guó)建設(shè)海外基地不僅是現(xiàn)實(shí)所需,而且有法可依有例可循,在尊重《聯(lián)合國(guó)憲章》相關(guān)原則、遵守東道國(guó)相關(guān)法律法規(guī)、秉持互不干涉內(nèi)政等外交原則的基礎(chǔ)上,中國(guó)建設(shè)符合國(guó)家發(fā)展需要的海外基地?zé)o可非議。要實(shí)現(xiàn)中國(guó)特色的海外基地建設(shè),首先需要營(yíng)造接受中國(guó)建設(shè)海外基地的國(guó)際環(huán)境,其次則應(yīng)從獲取方式、發(fā)展規(guī)模、立法執(zhí)法、管理運(yùn)行等方面思考和應(yīng)對(duì)海外基地建設(shè)中可能遇到的各種潛在風(fēng)險(xiǎn)。
[Abstract]:Compared with the reality that China's overseas interests are expanding, because of the lack of stable overseas hardware guarantee conditions, China faces greater challenges in protecting overseas interests and providing international safe public goods. The construction of overseas bases can not only play the soft application function of hard power, but also meet the needs of host country in national security, economic development, national employment and so on. China's construction of overseas bases is not only a realistic need, but also has laws to follow. On the basis of respecting the relevant principles of the Charter of the United Nations, abiding by the relevant laws and regulations of the host country, and adhering to the foreign principles of non-interference in each other's internal affairs, it is beyond reproach that China should build an overseas base that meets the needs of national development. In order to realize the construction of overseas bases with Chinese characteristics, it is necessary to create an international environment to accept the construction of overseas bases in China. Secondly, we should think about and deal with all kinds of potential risks that may be encountered in the construction of overseas bases from the aspects of acquisition mode, development scale, legislative enforcement, management and operation.
