【摘要】：動物防疫體系建設是政府提高公共衛(wèi)生安全和動物食品安全的重要手段,也是政府進行社會管理和提供社會公共服務的職責之一。 本文通過對我國動物防疫面臨的形勢以及國外獸醫(yī)管理體制的分析研究以及對成都市的動物防疫體系及隊伍建設進行調查研究,明確獸醫(yī)管理體制改革后現(xiàn)行動物防疫體系和隊伍存在的關鍵問題及相應的解決措施,為未來成都市動物防疫體系建設提供參考意見。 本文首先通過對國外獸醫(yī)管理體制的分析研究,并對照我國的獸醫(yī)管理體制現(xiàn)狀,我國獸醫(yī)管理體制還存在著機構設置不合理、基層防疫體系建設滯后、專業(yè)技術人才缺乏和動物衛(wèi)生法律體系不完善等問題,并介紹了國家獸醫(yī)管理體制改革思路和部分省市的獸醫(yī)管理體制改革進展情況。 本文通過對成都市獸醫(yī)管理體制改革后市、區(qū)(市、縣)、片區(qū)及村級四級防疫體系的機構設置、基本職能發(fā)揮、人員結構、工資待遇、工作經費、基礎設施和工作條件等方面和成都市經營性動物防疫體系建設情況進行調查研究,發(fā)現(xiàn)存在著獸醫(yī)行政管理機構設置不規(guī)范、獸醫(yī)行政管理人員編制不足且結構不合理、動物衛(wèi)生監(jiān)督執(zhí)法人員編制嚴重不足、片區(qū)畜牧防疫檢疫站設置不合理、村級獸醫(yī)防疫員制度不落實、動物防疫工作經費不足、動物防疫體系基礎設施薄弱和動物檢疫監(jiān)督執(zhí)法手段落后等問題。 通過本文的調查研究,建議通過加強動物衛(wèi)生法律體系建設、繼續(xù)推進獸醫(yī)管理體制改革、依法制定成都市動物防疫的中長期規(guī)劃、繼續(xù)加強動物防疫體系的建設、隊伍建設以及動物防疫經費保障六方面的措施來提高成都市動物疫病防控水平和效果,建設具有中國特色的基層動物防疫體系。
[Abstract]:The construction of animal epidemic prevention system is an important means for the government to improve public health safety and animal food safety, and it is also one of the responsibilities of the government to carry out social management and provide social public services. Based on the analysis and study of the situation of animal epidemic prevention in China and the veterinary management system abroad, as well as the investigation and study on the animal epidemic prevention system and team construction in Chengdu, this paper clarifies the key problems existing in the current animal epidemic prevention system and team after the reform of veterinary management system and the corresponding solutions, and provides reference suggestions for the construction of animal epidemic prevention system in Chengdu in the future. This paper first analyzes and studies the veterinary management system abroad, and compared with the present situation of the veterinary management system in our country, there are still some problems in the veterinary management system in our country, such as unreasonable establishment of the organization, lag in the construction of the epidemic prevention system at the grass-roots level, lack of professional and technical personnel and imperfection of the legal system of animal health, and introduces the reform ideas of the national veterinary management system and the progress of the reform of the veterinary management system in some provinces and cities. Based on the investigation and study on the establishment, basic functions, personnel structure, salary, working funds, infrastructure and working conditions of the four levels of epidemic prevention system in Chengdu after the reform of veterinary management system, it is found that the establishment of veterinary administrative institutions is not standardized. The establishment of veterinary administrative personnel is insufficient and the structure is unreasonable, the establishment of animal health supervision and law enforcement personnel is seriously insufficient, the establishment of animal husbandry epidemic prevention and quarantine stations is unreasonable, the village veterinary epidemic prevention staff system is not implemented, the funds for animal epidemic prevention work are insufficient, the infrastructure of animal epidemic prevention system is weak and the methods of animal quarantine supervision and enforcement are backward. Through the investigation and study of this paper, it is suggested that through strengthening the construction of animal health legal system, continuing to promote the reform of veterinary management system, formulating the medium and long term plan for animal epidemic prevention in Chengdu according to law, continuing to strengthen the construction of animal epidemic prevention system, the construction of team and the guarantee of animal epidemic prevention funds, so as to improve the level and effect of animal epidemic prevention and control in Chengdu, and build a grass-roots animal epidemic prevention system with Chinese characteristics.
