【摘要】：從"區(qū)域能源安全"入手,運(yùn)用大量數(shù)據(jù)總結(jié)出我國(guó)目前面臨的區(qū)域能源不平衡問題——區(qū)域間供求不平衡和不同區(qū)域能源種類產(chǎn)量不平衡,深入分析了造成這種不平衡現(xiàn)狀的原因,及帶來(lái)的隱患,并提出從法律的角度作出相應(yīng)調(diào)節(jié)的方案。研究認(rèn)為,我國(guó)區(qū)域能源安全面臨的問題,需要借助法律的級(jí)別手段加以調(diào)整,通過宏觀政策法和市場(chǎng)規(guī)則法引導(dǎo)調(diào)節(jié),依靠執(zhí)法和司法手段進(jìn)行監(jiān)管。
[Abstract]:Starting with "regional energy security", this paper summarizes the regional energy imbalance problems facing China by using a large number of data, namely, the imbalance between regional supply and demand and the imbalance in the output of different regional energy types. This paper deeply analyzes the causes of this imbalance and its hidden trouble, and puts forward the corresponding adjustment scheme from the angle of law. The study holds that the problems facing regional energy security in China need to be adjusted by means of the level of law, to be guided by macro-policy law and market rule law, and to be supervised by law enforcement and judicial means.
