【摘要】：隨著中國(guó)-東盟自由貿(mào)易區(qū)的進(jìn)一步深化、東盟和中國(guó)農(nóng)產(chǎn)品貿(mào)易互補(bǔ)性的提升,雙方的食用農(nóng)產(chǎn)品貿(mào)易量逐年快速增長(zhǎng)。但由于東盟與中國(guó)的食用農(nóng)產(chǎn)品法規(guī)和標(biāo)準(zhǔn)等存在著差別,導(dǎo)致雙方在農(nóng)產(chǎn)品貿(mào)易中出現(xiàn)或者存在潛在的貿(mào)易壁壘。本文在梳理東盟主要農(nóng)產(chǎn)品貿(mào)易國(guó)和中國(guó)的食用農(nóng)產(chǎn)品法規(guī)和標(biāo)準(zhǔn)的基礎(chǔ)上,重點(diǎn)對(duì)比分析了東盟與中國(guó)的食用農(nóng)產(chǎn)品基本法、食用農(nóng)產(chǎn)品安全標(biāo)準(zhǔn)和食用農(nóng)產(chǎn)品質(zhì)量標(biāo)準(zhǔn),進(jìn)而得出東盟與中國(guó)在食用農(nóng)產(chǎn)品法規(guī)和標(biāo)準(zhǔn)上存在差異,并且這些差異逐漸成為制約東盟和中國(guó)農(nóng)產(chǎn)品貿(mào)易的潛在重要影響因素等結(jié)論,并就削弱貿(mào)易壁壘、進(jìn)一步促進(jìn)中國(guó)-東盟農(nóng)產(chǎn)品貿(mào)易提出了對(duì)策及建議。
[Abstract]:With the further deepening of China-ASEAN Free Trade area and the enhancement of agricultural trade complementarity between ASEAN and China, the trade volume of edible agricultural products between ASEAN and China is increasing rapidly year by year. However, due to the differences between ASEAN and China in the regulations and standards of edible agricultural products, there are potential barriers to trade in agricultural products between ASEAN and China. On the basis of combing the laws and standards of the main agricultural products trading countries of ASEAN and China, the basic law of edible agricultural products, the safety standards of edible agricultural products and the quality standards of edible agricultural products of ASEAN and China are compared and analyzed in this paper. Then we draw the conclusion that there are differences between ASEAN and China in the regulations and standards of edible agricultural products, and these differences gradually become the potential important factors restricting ASEAN and China's agricultural trade, and weaken trade barriers. Further promote China-ASEAN trade in agricultural products put forward countermeasures and suggestions.
