【摘要】：貧困家庭臨時救助(TANF)是美國現(xiàn)行的一項重要社會救助制度,其通過一系列的促進計劃為有兒童的美國貧困家庭提供基本的幫助。該制度的設(shè)計運行有著強調(diào)臨時性、突出州政府主導(dǎo)性、提供主體多元化等鮮明的特點,對受助家庭和社會經(jīng)濟也產(chǎn)生了深遠影響,同時也存在一定的缺陷。TANF制度對我國臨時救助制度的借鑒和啟示在于:要重視救助制度的設(shè)計理念,通過建立信息共享機制實現(xiàn)多個救助項目之間的合作互補,發(fā)揮地方政府的主動性,并落實好監(jiān)督制度。
[Abstract]:Temporary Assistance for Poor families (TANFs) is an important social assistance system in the United States, which provides basic assistance to poor American families with children through a series of promotion programs. The design and operation of this system has the distinct characteristics of emphasizing the temporary nature, highlighting the leading role of the state government and providing diversified subjects, which has had a profound impact on the families and the social economy of the recipients. At the same time, there are some defects. TANF system for our country's temporary relief system reference and inspiration lies in: we should attach importance to the design concept of relief system, through the establishment of information sharing mechanism to achieve the cooperation between multiple relief projects, Give play to the initiative of local governments and implement a good supervision system.
