【摘要】：質(zhì)量技術(shù)監(jiān)督行政執(zhí)法作為質(zhì)監(jiān)工作的重要組成部分,行使著保障質(zhì)量安全,打擊質(zhì)量違法行為的職能。伴隨著我國改革開放的深入進行,質(zhì)監(jiān)系統(tǒng)行政執(zhí)法工作中存在的問題也越發(fā)凸顯。面對新挑戰(zhàn)、新要求,烏海市質(zhì)量技術(shù)監(jiān)督行政執(zhí)法工作緊緊圍繞黨的十八大以來的方針政策,按照國家質(zhì)檢總局“抓質(zhì)量、保安全、促發(fā)展、強質(zhì)監(jiān)”十二字方針和內(nèi)蒙古自治區(qū)質(zhì)監(jiān)系統(tǒng)“民生為本、民信為天”核心理念,采取了積極有力的措施,加快改革步伐,創(chuàng)新工作方式、取得了一定的成效。 本文以當(dāng)前烏海市質(zhì)量技術(shù)監(jiān)督中政執(zhí)法存在的主要問題為研究對象,立足于烏海市質(zhì)量技術(shù)監(jiān)督局的實際情況與發(fā)展特點,依托行政執(zhí)法監(jiān)督這一理論體系,運用公共管理相關(guān)理論,針對人員素質(zhì)、法規(guī)建設(shè)、管理體制、執(zhí)法監(jiān)督、執(zhí)法外部環(huán)境等方面進行了總結(jié)和剖析,對近年來的質(zhì)監(jiān)行政執(zhí)法實踐進行了思考和總結(jié),較為系統(tǒng)的閘述了烏海市質(zhì)量技術(shù)監(jiān)督局發(fā)展的現(xiàn)狀、面臨的瓶頸問題。并且針對其目前的發(fā)展現(xiàn)狀提出了要從提高行政執(zhí)法隊伍整體素質(zhì)、推進執(zhí)法績效體制改革、加快質(zhì)監(jiān)系統(tǒng)相關(guān)法律法規(guī)建設(shè)、加強執(zhí)法監(jiān)督工作、創(chuàng)造良好的執(zhí)法環(huán)境等較為客觀、可行性強的方針對策來加強烏海質(zhì)監(jiān)行政執(zhí)法工作和提高行政執(zhí)法水平。
[Abstract]:As an important part of quality supervision, administrative law enforcement of quality technical supervision exercises the function of guaranteeing quality safety and cracking down on illegal quality activities.With the deepening of reform and opening up in China, the problems in the administrative law enforcement work of quality supervision system are becoming more and more prominent.In the face of new challenges and new requirements, Wuhai City's quality and technical supervision and administrative law enforcement work closely revolves around the principles and policies adopted since the 18th CPC National Congress, according to the State Administration of quality Supervision, Quarantine and Quarantine, which "pays attention to quality, ensures safety, and promotes development,"Strengthening quality Supervision "12-character Policy" and Inner Mongolia Autonomous region quality Supervision system "people's livelihood as the basis, people's letter for Heaven" core concept, has taken the positive and powerful measures, speeds up the reform step, innovates the working way, has obtained the certain effect.Based on the actual situation and development characteristics of Wuhai Municipal Bureau of quality and Technology Supervision, this paper focuses on the main problems existing in the administration of law enforcement in quality and technology supervision in Wuhai City, and relies on the theoretical system of administrative law enforcement supervision.Based on the relevant theories of public management, this paper summarizes and analyzes the quality of personnel, the construction of laws and regulations, the management system, the supervision of law enforcement, the external environment of law enforcement, and the practice of quality supervision in recent years.This paper systematically describes the current situation of the development of Wuhai Municipal Bureau of quality and Technical Supervision and the bottleneck problems it faces.And in view of its current development situation, the paper puts forward the following suggestions: improving the overall quality of the administrative law enforcement team, promoting the reform of the law enforcement performance system, speeding up the construction of the relevant laws and regulations of the quality supervision system, and strengthening the law enforcement supervision work.To create a good law enforcement environment and other more objective and feasible policy and countermeasures to strengthen the quality supervision of Wuhai administrative law enforcement work and improve the level of administrative law enforcement.
