【摘要】：自2006年以來,我國全面實施了礦山儲量動態(tài)管理制度。各地在該制度的實施過程中,形成了一些典型經(jīng)驗,但也存在著管理手段和管理措施法律效力不足、礦山儲量年報報送時間要求等制度設(shè)計不合理、管理人員和經(jīng)費不能保障等突出問題。針對這些問題,應(yīng)從加強礦山儲量動態(tài)管理的法制建設(shè),重新厘定相關(guān)主體的權(quán)利、責任和義務(wù),優(yōu)化礦山儲量年報編制報送制度設(shè)計,強化管理人員經(jīng)費保障和技術(shù)標準制定,推進管理信息化建設(shè)等方面進行改進和完善。
[Abstract]:Since 2006, the dynamic management system of mine reserves has been fully implemented in China.During the implementation of the system, some typical experiences have been formed, but there are also some unreasonable design of the system, such as insufficient legal effectiveness of management means and management measures, and unreasonable design of the system, such as the requirement of time for reporting annual reports of mine reserves, and so on.Management and funds can not be guaranteed and so on outstanding problems.In order to solve these problems, we should strengthen the legal construction of the dynamic management of mine reserves, redefine the rights, responsibilities and obligations of the relevant subjects, and optimize the design of the system for compiling and submitting the annual reports of mine reserves.Strengthen management funds guarantee and technical standard formulation, promote management information construction and other aspects of improvement and improvement.
