揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)的問題與對(duì)策研究

【摘要】:揚(yáng)州工商系統(tǒng)公務(wù)員在地方經(jīng)濟(jì)發(fā)展大潮中承擔(dān)著經(jīng)濟(jì)衛(wèi)士職責(zé),近年來,通過大規(guī)模培訓(xùn),該系統(tǒng)公務(wù)員的能力素質(zhì)和工作作風(fēng)均取得了較好發(fā)展,但仍存在與新形勢(shì)新要求不相符的情況。如何通過改善教育培訓(xùn)工作進(jìn)一步優(yōu)化培訓(xùn)效果,促進(jìn)工作績(jī)效提升,確保以更好更優(yōu)的工作水平為黨和政府及群眾服務(wù)已成當(dāng)務(wù)之急。 基于以上背景,本文共分為五個(gè)部分對(duì)揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)進(jìn)行了研究。 第一部分:緒論。闡述了本文論題的研究背景、研究意義,目前國(guó)內(nèi)外研究的基本情況,以及本文研究的創(chuàng)新點(diǎn)和研究方法。 第二部分:范疇界定與理論基礎(chǔ)。首先對(duì)公務(wù)員、公務(wù)員培訓(xùn)的范疇進(jìn)行界定,并闡述了本文所依據(jù)的人本主義學(xué)習(xí)理論、能力本位教育理論、成人學(xué)習(xí)理論、培訓(xùn)績(jī)效評(píng)估理論的主要內(nèi)容。 第三部分:揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)的現(xiàn)狀與問題。首先分析了工商系統(tǒng)公務(wù)員的職業(yè)特征和能力要求,依此提出工商部門的培訓(xùn)需求。隨后對(duì)揚(yáng)州工商系統(tǒng)當(dāng)前公務(wù)員培訓(xùn)現(xiàn)狀進(jìn)行梳理總結(jié),對(duì)存在的問題及原因進(jìn)行實(shí)證分析。 第四部分:國(guó)內(nèi)外公務(wù)員培訓(xùn)的經(jīng)驗(yàn)借鑒。通過對(duì)國(guó)內(nèi)外發(fā)達(dá)國(guó)家和先進(jìn)地區(qū)在公務(wù)員培訓(xùn)方面的經(jīng)驗(yàn)總結(jié),提出可供揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)借鑒的重要點(diǎn)。 第五部分:提升揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)實(shí)效的對(duì)策。根據(jù)理論基礎(chǔ)和國(guó)內(nèi)外公務(wù)員培訓(xùn)的先進(jìn)經(jīng)驗(yàn),從更新理念、優(yōu)化管理、完善評(píng)估、強(qiáng)化保障等方面對(duì)提升揚(yáng)州工商系統(tǒng)公務(wù)員培訓(xùn)實(shí)效的具體措施和方法進(jìn)行詳細(xì)論證。 在結(jié)論部分,對(duì)本文的研究成果進(jìn)行了簡(jiǎn)要概述,并對(duì)現(xiàn)有研究中存在的問題及發(fā)展趨勢(shì)和今后研究的重點(diǎn)進(jìn)行了展望。
[Abstract]:In recent years, through large-scale training, civil servants of the Yangzhou Industrial and Commercial system have achieved better development in their ability and work style. However, there is still a situation that does not conform to the new situation and new requirements. How to further optimize the training effect through improving the education and training work, and promote the improvement of job performance, To ensure a better and better level of work for the party and the government and the masses has become a top priority. Based on the above background, this paper is divided into five parts to study the training of civil servants in Yangzhou Industrial and Commercial system. The first part is introduction. It expounds the research background, research significance, basic research situation at home and abroad, as well as the innovative points and research methods of this paper. The second part: category definition and theoretical basis. Firstly, the category of civil servant and civil servant training is defined, and the humanistic learning theory, competency-based education theory, adult learning theory are expounded in this paper. The main content of training performance evaluation theory. The third part: the present situation and problems of the training of civil servants in Yangzhou Industrial and Commercial system. Firstly, it analyzes the professional characteristics and ability requirements of civil servants in the industrial and commercial system. According to this, the training needs of industrial and commercial departments are put forward. Secondly, the current training status of civil servants in Yangzhou Industrial and Commercial system is summarized, and the existing problems and reasons are analyzed empirically. Part 4th: the experience of civil servant training at home and abroad. Through summing up the experience of civil servant training in developed countries and advanced regions at home and abroad, this paper puts forward the important points that can be used for reference in the training of civil servants in Yangzhou Industrial and Commercial system. Part 5th: countermeasures to improve the effectiveness of civil servants training in Yangzhou Industrial and Commercial system. According to the theoretical basis and advanced experience of civil servants training at home and abroad, from updating ideas, optimizing management, perfecting evaluation, Strengthen the protection and other aspects to enhance the Yangzhou industrial and commercial system civil servants training specific measures and methods are demonstrated in detail. In the conclusion part, the research results of this paper are briefly summarized, and the problems existing in the present research, the development trend and the key points of future research are prospected.
