【摘要】：農(nóng)村土地收益分配關(guān)乎農(nóng)業(yè)生產(chǎn)效率、農(nóng)民福祉和農(nóng)村社會的穩(wěn)定,是農(nóng)村土地制度改革的重要環(huán)節(jié)。農(nóng)村土地收益分配制度即圍繞“農(nóng)有農(nóng)地”的要素收益在農(nóng)村土地利益相關(guān)者之間進(jìn)行配置而作出的一系列安排。這一安排基于一定的制度環(huán)境,包括分配權(quán)利的配置、分配標(biāo)準(zhǔn)、分配形式、分配公平和保障機(jī)制等內(nèi)容。這一制度運(yùn)行呈現(xiàn)出顯著的制度效應(yīng),可分為正效應(yīng)和負(fù)效應(yīng),而以政治效應(yīng)、經(jīng)濟(jì)效應(yīng)、社會效應(yīng)和制度協(xié)同效應(yīng)為主要內(nèi)容的負(fù)效應(yīng)是當(dāng)前農(nóng)村土地收益分配關(guān)系緊張和農(nóng)村土地制度績效難以繼續(xù)提高的重要原因,也是優(yōu)化農(nóng)村土地收益分配制度的著力點(diǎn)。
[Abstract]:The distribution of land income in rural areas is related to the efficiency of agricultural production, the well-being of farmers and the stability of rural society. It is an important link in the reform of rural land system. The distribution system of rural land income is a series of arrangements made around the allocation of the factor income of "agricultural land" among the rural land stakeholders. In a certain institutional environment, Including the allocation of distribution rights, distribution criteria, distribution forms, distributive equity and safeguard mechanism, etc. This system has obvious system effect, which can be divided into positive effect and negative effect, and political effect and economic effect. The negative effect of social effect and institutional synergy is the important reason why the distribution of land income in rural areas is tense and the performance of rural land system is difficult to improve. It is also the focus of optimizing the system of rural land income distribution.
