【摘要】：政府信息公開工作是一個(gè)由諸多要素組成的系統(tǒng)。公開的目的在于追求整體效益和綜合效能,而非只追求與整體目標(biāo)可能相左或抵消的某個(gè)單一目標(biāo)。本文嘗試從如下四個(gè)維度,分別是法律工作格局,即立法、司法、執(zhí)法、守法方面和媒體監(jiān)督;對(duì)人的影響,即理念、語境、認(rèn)識(shí)和思維;對(duì)信息的有效管理;以及第三方評(píng)估效果來看待和分析政府信息公開現(xiàn)狀,希望引發(fā)社會(huì)各方進(jìn)一步思考。
[Abstract]:The work of government information disclosure is a system composed of many elements. The purpose of disclosure is to pursue the overall benefit and comprehensive efficiency. Instead of pursuing a single goal that may contradict or counteract the overall goal, this paper attempts to follow four dimensions: the pattern of legal work, namely, legislation, justice, enforcement, law-abiding aspects and media supervision; the impact on human beings, that is, ideas, Context, cognition and thinking; effective management of information; and third party evaluation of the effectiveness of government information to look at and analyze the status quo, hoping to cause further consideration of social parties.
