【摘要】：自改革開放以來,隨著我國金融市場的不斷拓展和網(wǎng)絡(luò)的日益普及,網(wǎng)上銀行作為一種高科技支付工具,其業(yè)務(wù)的發(fā)展也越來越快,因為交易方便、支付快捷、成本低等特點而被廣泛使用,不僅滿足了公眾消費和理財?shù)男枰?也提高了效率。但與此同時伴隨而來的卻是愈演愈烈的網(wǎng)絡(luò)詐騙活動。目前銀監(jiān)會針對這種嚴峻的犯罪情況制定了很多管理法規(guī),商業(yè)銀行也對網(wǎng)上交易采取了多種防風險措施,可仍不時會有不法分子通過各種誘導(dǎo)手段對網(wǎng)銀用戶進行網(wǎng)絡(luò)詐騙。這些詐騙行為不僅嚴重地阻礙了電子商務(wù)、在線金融服務(wù)業(yè)務(wù)的發(fā)展,也嚴重損害了銀行的聲譽,同時更侵害了公眾權(quán)益。本文通過對現(xiàn)行網(wǎng)絡(luò)詐騙手段的分析來探討對這一犯罪行為的預(yù)防和治理,并提出了建議。
[Abstract]:Since the reform and opening up, with the continuous expansion of China's financial market and the increasing popularity of the network, online banking, as a high-tech payment tool, has been developing faster and faster. It is widely used because of the advantages of convenient transaction, quick payment and low cost, which not only satisfies the needs of public consumption and financial management, but also improves the efficiency. But at the same time, it is accompanied by the growing network fraud. At present, the CBRC has formulated a lot of regulations on this serious crime. Commercial banks have also taken a variety of anti risk measures for online transactions, but there are still some unlawfully defrauded users through various inducement methods. Some fraudulent behavior not only seriously hindered e-commerce, the development of online financial service business, but also seriously damaged the reputation of the bank, and at the same time infringed on the public rights and interests. This paper, through the analysis of the current means of network fraud, discusses the prevention and treatment of this crime and puts forward some suggestions.
