【摘要】：隨著我國經(jīng)濟(jì)從粗放型向集約型、從簡單分工向復(fù)雜分工的轉(zhuǎn)變,傳統(tǒng)凱恩斯式的需求側(cè)短期干預(yù)已經(jīng)無法使我國迅速擺脫國內(nèi)外經(jīng)濟(jì)增長雙重疲軟的境況,在短期內(nèi)實(shí)現(xiàn)經(jīng)濟(jì)的V字型反彈。我國經(jīng)濟(jì)發(fā)展模式亟需從需求側(cè)拉動(dòng)的"單腿支撐"向供給側(cè)為主,適度擴(kuò)大需求側(cè)的"雙腿走路"邁進(jìn)。當(dāng)前中央對(duì)供給側(cè)改革的多項(xiàng)部署,對(duì)緣于市場(chǎng)與政府雙重失靈之校正和尋求政府與市場(chǎng)博弈均衡解的經(jīng)濟(jì)法而言無疑是一個(gè)重大的挑戰(zhàn)。需要經(jīng)濟(jì)法主體制度通過制度性變革來推動(dòng)政府簡政放權(quán)、轉(zhuǎn)變職能,明確社會(huì)中間層主體的獨(dú)立性,完善產(chǎn)權(quán)、社會(huì)分配等制度來保證市場(chǎng)主體的權(quán)益。需要經(jīng)濟(jì)法宏觀調(diào)控制度從具體的財(cái)政法、金融法、產(chǎn)業(yè)政策法和發(fā)展規(guī)劃法出發(fā),推動(dòng)穩(wěn)定的宏觀經(jīng)濟(jì)環(huán)境之形成。需要經(jīng)濟(jì)法市場(chǎng)規(guī)制制度通過完善產(chǎn)品質(zhì)量與食品安全、消費(fèi)者權(quán)益保護(hù)和市場(chǎng)競(jìng)爭法律體系來建構(gòu)寬松的投資經(jīng)營環(huán)境,保障市場(chǎng)在資源配置中的基礎(chǔ)性地位。
[Abstract]:With the transition of our economy from extensive to intensive, from simple division of labor to complex division of labor, the traditional Keynesian short-term intervention on the demand side has been unable to get rid of the double weakness of domestic and foreign economic growth. In a short period of time, the V-shaped rebound of economy is realized. The mode of economic development in our country needs to shift from "one-legged support" to supply-side. Appropriately expand the demand side of the "legs walk" stride forward. The current supply-side reform of the central government to a number of arrangements. It is a great challenge to correct the double failure of the market and the government and to seek the equilibrium solution of the game between the government and the market. . Change the function, clarify the independence of the social middle body, perfect the system of property right, social distribution and so on to guarantee the rights and interests of the main body of the market, need the macroeconomic regulation and control system of the economic law from the specific financial law, financial law. Industrial policy law and development planning law promote the formation of a stable macroeconomic environment. It is necessary to improve the product quality and food safety through the market regulation system of economic law. The legal system of consumer rights and interests protection and market competition to construct a loose investment operating environment, to ensure the basic position of the market in the allocation of resources.
