【摘要】：以華北地區(qū)為例,對(duì)2015年新《環(huán)境保護(hù)法》實(shí)施以來(lái)取得的成效和進(jìn)展進(jìn)行了概括,同時(shí)指出環(huán)境守法與環(huán)境違法仍呈膠著狀態(tài),分析了當(dāng)前環(huán)境執(zhí)法督查面臨的主要壓力及存在的主要問(wèn)題,并提出下一步要從定位、效能、手段等多個(gè)方面貫徹新《環(huán)境保護(hù)法》,強(qiáng)勢(shì)推進(jìn)環(huán)境執(zhí)法。
[Abstract]:Taking North China as an example, the achievements and progress made since the implementation of the new Environmental Protection Law in 2015 are summarized, and it is pointed out that environmental law-abiding and environmental lawbreaking are still in a colloidal state. This paper analyzes on the main pressure and problems existing in the supervision and inspection of environmental law enforcement at present, and puts forward that the next step should be to carry out the new Environmental Protection Law from many aspects, such as orientation, efficiency and means, so as to push forward the law enforcement of the environment.
