【摘要】：正2016年2月26日召開(kāi)的全國(guó)人大常委會(huì)辦公廳新聞發(fā)布會(huì)表明十二屆全國(guó)人大常委會(huì)第十九次會(huì)議高票表決通過(guò)《中華人民共和國(guó)深海海底區(qū)域資源勘探開(kāi)發(fā)法》。這部法案規(guī)定,個(gè)人、法人和其他組織均具備申請(qǐng)深海海底區(qū)域資源勘探開(kāi)發(fā)的資格。國(guó)家海洋局副局長(zhǎng)孫書(shū)賢在發(fā)布會(huì)上表示,我國(guó)公民、法人或者其他組織申請(qǐng)從事深海海底區(qū)域資源的勘探開(kāi)發(fā)活動(dòng),需要事先向國(guó)務(wù)院海洋主管部門(mén)提出申請(qǐng),國(guó)務(wù)院海洋主管部門(mén)依法對(duì)申請(qǐng)者提供的材料進(jìn)行審查,其中重點(diǎn)審查申請(qǐng)者是否具備從事深海海底區(qū)域資源勘探開(kāi)發(fā)的資金、技術(shù)、裝備能力。對(duì)于

Exploration and Development Act. This Act provides. Individuals, legal persons and other organizations are eligible to apply for exploration and exploitation of resources in the deep seabed area.
