    前言：環(huán)境法領(lǐng)域中的連帶責(zé)任——社會責(zé)任之歸責(zé)原則、自己責(zé)任的社會化、證明責(zé)任的“客觀化”都隱含了連帶責(zé)任;復(fù)合污染共同侵權(quán)行為、企業(yè)污染損害賠償基金與責(zé)任保險(xiǎn)制度、社會安全體制,國家的連帶責(zé)任、非政府組織(NGOs)的興起,都凸顯了連帶責(zé)任的發(fā)達(dá);調(diào)和社會連帶責(zé)任——個(gè)別責(zé)任與連帶責(zé)任、法定的連帶責(zé)任與自愿的連帶責(zé)任、擴(kuò)大生產(chǎn)者責(zé)任與連帶責(zé)任,使生產(chǎn)者、消費(fèi)者、公眾、國家(政府)間形成合理的既獨(dú)立又連帶的責(zé)任分配機(jī)制。
