北極治理模式研究

【摘要】：隨著全球變暖的加劇，北極成為了國際社會的焦點所在，北極治理也成為了國際社會關(guān)注的重要議事日程。北極事務(wù)能否得到妥善解決，不僅關(guān)系到北極地區(qū)的穩(wěn)定，而且與世界的穩(wěn)定和發(fā)展也具有密切聯(lián)系。因此，北極治理的研究具有重要的學理價值和現(xiàn)實意義。本文從北極治理的現(xiàn)狀出發(fā)，試圖厘清北極事務(wù)的本質(zhì)，把握北極治理的脈絡(luò)，揭示北極治理的主要特點，并借此提出了國際公共事務(wù)的“自主治理”模式。 本文對以往的研究成果進行了簡要的梳理，發(fā)現(xiàn)現(xiàn)有的北極治理研究大都著眼于北極問題的解決，是基于北極治理缺陷提出的某種設(shè)想，并未就北極治理體系進行多層次的分析，且很少對北極治理的實際特點進行歸納。本文對北極治理全球、多邊、雙邊層次的互動實踐進行較為全面、客觀的梳理，結(jié)合北極治理中最重要的行為體——北極國家在本國北極戰(zhàn)略、共同宣言、相關(guān)文件以及實踐中表現(xiàn)出的最新態(tài)度與動向，力爭將北極治理結(jié)構(gòu)的“實然”特點完整地展現(xiàn)出來。 本文通過研究發(fā)現(xiàn)，在國際層面上，北極治理存在著某種程度上的制度缺失，并不存在《北極條約》之類的專門針對北極的頂層制度設(shè)計，《聯(lián)合國海洋法公約》也只是為北極治理提供了一個原則性的框架。就多邊與雙邊層面而言，北極國家以北極理事會為平臺，就北極治理展開了積極的實踐。北極五國通過北冰洋外長會議就北極政策進行協(xié)調(diào)。北極國家力圖通過規(guī)則的制定將區(qū)域外行為體排除在北極治理的進程之外。在多邊的框架下，北極國家內(nèi)部就相關(guān)問題的解決進行了積極的嘗試。北極國家間的互動取得了一系列重要的成果�；谝陨戏治�，本文對北極治理的特點進行了歸納，并得出北極治理呈現(xiàn)出“外部排他，內(nèi)部協(xié)商”特征的論斷。 針對北極治理的特點，本文進一步從規(guī)模、利益、權(quán)力和規(guī)范四個變量角度出發(fā)對北極治理模式進行了分析，，并發(fā)現(xiàn)現(xiàn)有的國際關(guān)系區(qū)域治理理論無法對其進行很好的解釋。在進行可行性分析之后，本文借鑒了政治經(jīng)濟學的相關(guān)理論，引入了“自主治理”這一概念，并加入了社會學的內(nèi)涵，使之能更加符合北極治理的具體特征，對國際公共事務(wù)治理提出了新的設(shè)想�！白灾髦卫怼笔侵竾H事務(wù)的相關(guān)行為體（主權(quán)國家）在沒有外部力量介入（或外部作用為零）的情況下對事務(wù)的自我治理，是通過自主協(xié)商等互動進而實現(xiàn)集體選擇的社會實踐過程�！白灾髦卫怼本哂猩鐣浴嵺`性和過程性三個重要特征。 就理論方面而言，本文對北極事務(wù)的治理進行了較為深入的探討與分析，對北極治理體系從全球、多邊、雙邊三個層面進行了梳理，對其特點進行了總結(jié)，在一定意義上拓寬了現(xiàn)有北極治理研究的范圍，豐富了研究的相關(guān)內(nèi)容。在總結(jié)北極治理體系特點的基礎(chǔ)上，本文借鑒了經(jīng)濟學的相關(guān)理論，提出了國際事務(wù)治理的一種新模式——“自主治理”模式。雖然這一模式目前僅是一種設(shè)想，其科學性還有待于進一步的驗證，但在一定程度上豐富了國際治理的相關(guān)理論，并為其他國際事務(wù)的處理提供可借鑒的范例。 就現(xiàn)實意義而言，本文通過對北極治理的全面梳理與系統(tǒng)分析，對北極治理的特點做出了較為科學的總結(jié)，有利于北極事務(wù)的良性推動，對中國北極戰(zhàn)略的制定具有一定的參考意義，并為類似國際事務(wù)的處理提供了一定的借鑒。
