【摘要】：自地理大發(fā)現(xiàn)以來,隨著科學(xué)技術(shù)的進(jìn)步,人類對海洋的認(rèn)識能力和駕馭能力日益增強(qiáng)。同時(shí),近代西方大國的崛起和中國的衰落表明,海洋在民族國家興衰發(fā)展中占有舉足輕重的地位。尤其是在全球化深入發(fā)展和陸地資源漸趨枯竭的情況下,海洋日益成為人類維系生存和可持續(xù)發(fā)展的生命線。中國近30多年之所以取得巨大成就,一個重要原因就是中國向世界開放、通過海洋融入國際市場。同時(shí),這一進(jìn)程使曾經(jīng)固守、封閉的黃色文明,逐漸融入多元、開放的藍(lán)色文明。然而,當(dāng)前中國在海洋方面還面臨著很多挑戰(zhàn)和棘手的問題,包括與鄰國的島嶼爭端、海域劃界、海洋資源開發(fā)、海洋安全、以及文化觀念沖突等�？梢哉f中國和平發(fā)展的前景如何,很大程度上取決于海洋競爭的成敗。近日,本刊編輯部與上海社會科學(xué)院法學(xué)所海洋法研究中心聯(lián)合召開了研討會,對中國和平發(fā)展進(jìn)程中面臨的諸多海洋問題進(jìn)行了討論。本期刊發(fā)部分專家的發(fā)言,以期引起進(jìn)一步的討論。
[Abstract]:Since the great discovery of geography, with the progress of science and technology, man's ability to understand and control the ocean has been enhanced day by day. At the same time, the rise of modern western powers and the decline of China show that the ocean plays an important role in the development of nation-state. Especially with the deepening development of globalization and the gradual depletion of land resources, the ocean has increasingly become the lifeline of human survival and sustainable development. An important reason for China's great achievements in the past 30 years is that it is open to the world and integrated into the international market through the sea. At the same time, this process made once firmly, closed yellow civilization, gradually into the pluralistic, open blue civilization. However, China still faces a lot of challenges and thorny problems in the ocean, including island disputes with neighboring countries, maritime delimitation, exploitation of marine resources, maritime security, and conflicts of cultural concepts. It can be said that the future of China's peaceful development depends to a great extent on the success or failure of ocean competition. Recently, the editorial Department of the Journal and the Law of the Sea Research Center of the Institute of Law of the Shanghai Academy of Social Sciences jointly held a seminar to discuss many ocean problems in the process of China's peaceful development. This issue issues some experts' statements in order to arouse further discussion.
