【摘要】：隨著經濟實力的不斷增強,近年來南非對南極政策進行不斷調整和優(yōu)化,包括強化南極活動保障能力建設、謀劃制定南極科研戰(zhàn)略、開展南極外交、推動南極環(huán)境保護等。這種調整和優(yōu)化是由南非在南極地區(qū)的政治、經濟、科研和環(huán)境等戰(zhàn)略利益決定的。但是,面對英、澳等國進一步強化南極事務主導地位的政治現(xiàn)實,以及國內不完善的協(xié)調機制和資金掣肘因素的影響,南非的南極政策能否順利實施面臨著很大的不確定性,這些都會使得現(xiàn)階段南非介入南極事務的力度和程度受到限制。中國作為南極治理利益攸關方,在南極事務中與南非擁有相似的利益訴求,在南極事務中與南非保持密切溝通和交流有助于拓寬雙方合作領域,豐富中國與南非全面戰(zhàn)略伙伴關系的政治內涵。
[Abstract]:With the increasing economic strength, South Africa has been continuously adjusting and optimizing its Antarctic policy in recent years, including strengthening the building of support capacity for Antarctic activities, planning to formulate an Antarctic scientific research strategy, and carrying out Antarctic diplomacy. Promoting Antarctic environmental protection and so on. This adjustment and optimization is determined by South Africa's political, economic, scientific research and environmental strategic interests in the Antarctic region. However, in the face of the political reality of further strengthening the dominant position of Antarctic affairs in Britain, Australia and other countries, As well as the influence of imperfect domestic coordination mechanisms and financial constraints, there is great uncertainty as to whether South Africa's Antarctic policy can be successfully implemented. All this will limit the intensity and extent of South Africa's involvement in Antarctic affairs at this stage. As an Antarctic governance stakeholder, China has similar interests to South Africa in Antarctic affairs. Maintaining close communication and exchanges with South Africa in Antarctic affairs will help broaden the fields of cooperation between the two countries and enrich the political connotations of the comprehensive strategic partnership between China and South Africa.
