【摘要】：面對(duì)社會(huì)糾紛激增且日趨復(fù)雜化的形勢(shì),深圳市寶安區(qū)西鄉(xiāng)街道在實(shí)踐中探索建立了以人民調(diào)解為依托,人民調(diào)解、行政調(diào)解、司法調(diào)解聯(lián)動(dòng)配合的大調(diào)解機(jī)制。西鄉(xiāng)基層大調(diào)解的創(chuàng)新舉措包括:構(gòu)建組織網(wǎng)絡(luò),突出調(diào)解的權(quán)威性;抓好隊(duì)伍建設(shè),突出調(diào)解的專業(yè)性;創(chuàng)新工作機(jī)制,實(shí)現(xiàn)調(diào)解的聯(lián)動(dòng)性。西鄉(xiāng)基層大調(diào)解存在的問題是:大調(diào)解的設(shè)計(jì)定位和價(jià)值目標(biāo)過度行政化;大調(diào)解解紛方式之間界限不明、銜接不暢;大調(diào)解的自身建設(shè)和外部支撐有待加強(qiáng)。進(jìn)一步完善基層大調(diào)解機(jī)制,要在發(fā)展趨向上科學(xué)定位,體系架構(gòu)上理順內(nèi)部關(guān)系,強(qiáng)化機(jī)制上形成有效銜接等。
[Abstract]:In the face of the situation that social disputes proliferate and become more and more complicated, the streets of Xixiang in Baoan District of Shenzhen City have explored and established a great mediation mechanism based on the people's mediation, the administrative mediation and the judicial mediation. The innovative measures of mediation at the grass-roots level include: constructing the organization network, highlighting the authority of mediation; doing a good job in the construction of the team, highlighting the professionalism of mediation; innovating the working mechanism to achieve the interactivity of mediation. The problems of the basic mediation in Xixiang are: the design orientation and the value target of the mediation are too administrative; the boundary of the great mediation is not clear and the connection is not smooth; the self-construction and the external support of the great mediation need to be strengthened. To further improve the basic level mediation mechanism, we should make scientific orientation in the development trend, straighten out the internal relations in the system structure, and strengthen the effective connection in the mechanism.
