【摘要】：新疆生產(chǎn)建設(shè)兵團監(jiān)獄警察培訓(xùn)模式是兵團監(jiān)獄警察培訓(xùn)達到效果的關(guān)鍵,為全面提高兵團監(jiān)獄警察隊伍素質(zhì)現(xiàn)狀,就要在培訓(xùn)上有新思路使得培訓(xùn)模式不在流于形式,本論文通過深入基層監(jiān)獄展開調(diào)研,對培訓(xùn)模式的改革與創(chuàng)新進行了相關(guān)分析。 現(xiàn)階段兵團監(jiān)獄警察培訓(xùn)模式存在的問題有：在培訓(xùn)目的上“注重形式、輕視效果”為了培訓(xùn)而培訓(xùn)的現(xiàn)象普遍存在,培訓(xùn)時間“縮水”較為嚴(yán)重；在培訓(xùn)要求上“注重統(tǒng)一,輕視個體”從目前兵團監(jiān)獄各監(jiān)區(qū)民警群體結(jié)構(gòu)來看,需要在培訓(xùn)要求上充分尊重和理解不同層次、不同能力的基層民警；在培訓(xùn)的種類上,“重視崗前、輕視在崗’兵團監(jiān)獄系統(tǒng)對新錄用人民警察的初任培訓(xùn)工作比較重視,效果也比較好,但對已經(jīng)走上崗位的在職民警培訓(xùn),明顯重視不夠,抓的不緊；在培訓(xùn)的對象上“重視骨干,輕視普通”沒有擔(dān)任一定職務(wù)的廣大普通民警受訓(xùn)的機會很少,入警后一二十年沒有參加過培訓(xùn)的民警非常普遍；在培訓(xùn)的方法上“重視理論、輕視實踐”理論與實踐相脫離現(xiàn)象比較突出,監(jiān)獄警察培訓(xùn)必須注重培訓(xùn)警察的專業(yè)技能,培養(yǎng)其實踐能力,才能適應(yīng)當(dāng)前的兵團監(jiān)獄需要；在培訓(xùn)的內(nèi)容上“注重知識、輕視素質(zhì)”在各級各類警察培訓(xùn)中,一貫比較重視政治理論、法律基礎(chǔ)、監(jiān)獄業(yè)務(wù)基礎(chǔ)等知識的培訓(xùn),而對于作為一名合格警察所必須具備的職業(yè)道德素質(zhì)、心理素質(zhì)、身體素質(zhì)等重視不夠。 根據(jù)以上存在的問題,為確保新疆生產(chǎn)建設(shè)兵團監(jiān)獄警察培訓(xùn)取得實效,筆者提出以下建議與對策：1.明確指導(dǎo)思想,創(chuàng)新培訓(xùn)觀念。進一步突出警察培訓(xùn)的層次性,增強警察培訓(xùn)的針對性這一指導(dǎo)思想,根據(jù)不同崗位的職責(zé)要求,明確兵團各級各類監(jiān)獄警察培訓(xùn)訓(xùn)練標(biāo)準(zhǔn)。2.確立培訓(xùn)目標(biāo),創(chuàng)新培訓(xùn)內(nèi)容。培訓(xùn)內(nèi)容必須按照“干什么、練什么,缺什么、補什么”的要求,緊貼教育、生產(chǎn)、實戰(zhàn)需要,充分發(fā)揮不同的培訓(xùn)資源優(yōu)勢,使培訓(xùn)更貼近實際工作,收到事半功倍的效果。3.創(chuàng)新培訓(xùn)形式,切實履行培訓(xùn)職責(zé)。對于不同職務(wù)、不同銜級和不同地區(qū)、不同專業(yè)崗位的兵團監(jiān)獄人民警察,應(yīng)采取靈活多樣的訓(xùn)練方法,以增強訓(xùn)練的有效性。4.完善各項配套改革,創(chuàng)新培訓(xùn)保障機制。為不斷增強警察培訓(xùn)工作的適應(yīng)性,應(yīng)配備切合兵團監(jiān)獄實際工作的教材和一流的教師隊伍、功能齊全的培訓(xùn)基地是開展警察培訓(xùn)的基礎(chǔ)和前提,也是確保警察培訓(xùn)工作取得實效的根本保證。5.完善培訓(xùn)模式,建立培訓(xùn)評估機制。培訓(xùn)模式需要有一套有效的培訓(xùn)評估機制,應(yīng)根據(jù)不同層次的培訓(xùn)課程設(shè)置,完善培訓(xùn)評估體系,確保培訓(xùn)取得實效。 總之,在新疆生產(chǎn)建設(shè)兵團監(jiān)獄的警察培訓(xùn)工作中,完善和建立科學(xué)的培訓(xùn)模式應(yīng)本著“實際、實用、實效”的原則,強化監(jiān)獄警察教育培訓(xùn)工作,提高教育培訓(xùn)質(zhì)量,提高隊伍素質(zhì),培訓(xùn)最終目標(biāo)也就是造就一支政治堅定、業(yè)務(wù)精通、作風(fēng)優(yōu)良、執(zhí)法公正、人民滿意的兵團監(jiān)獄警察隊伍。
[Abstract]:Xinjiang production and Construction Corps prison police training model is the key to the effectiveness of the police training in the regiment prison. In order to improve the quality of the quality of the police force in the regiment prison, there is a new train of thought that makes the training mode not in the form. This paper conducts a thorough investigation into the grass-roots prison and makes the reform and innovation of the training model. The related analysis was done.
At the present stage, there are problems in the training mode of the police corps prison police: the phenomenon of "paying attention to form, ignoring the effect" is common in training, and the training time is "shrinking" is more serious. In the training requirements, "pay attention to the unity and despise the individual" from the current police group structure in the prison of the Corps prison. In the training requirements, we should fully respect and understand the grass-roots civilian police with different levels and abilities. In the training category, "pay attention to the pre job and despise the post" corps prison system has paid more attention to the new training work of the new people's police, and the effect is better, but it has not paid enough attention to the In-service Police training which has been on the post. The police who have not been trained for ten or twenty years after entering the police are very common. The training of prison police must pay attention to training the professional skills of the police and cultivate their practical ability so as to adapt to the current needs of the regiment prison. In the training content, "pay attention to knowledge and despise quality" in all kinds of police training at all levels, and have always paid more attention to the training of political theory, legal basis, and the base of prison business. A qualified police must have enough professional moral quality, psychological quality, physical quality and so on.
According to the above problems, in order to ensure the actual effect of the Xinjiang production and Construction Corps prison police training, the author puts forward the following suggestions and Countermeasures: 1. clear guiding ideology and innovative training concepts, further highlight the level of police training, strengthen the pertinence of police training, and make clear the responsibilities of different posts. The training standard.2. of all kinds of prison police training at all levels of the corps should establish the training objectives and innovate the training content. The training content must be based on the requirements of "what to do, what to practice, what is missing, and what to fill". It is close to the education, production, and actual combat needs, giving full play to the advantages of different training resources, making the training more close to the actual work and getting twice the result with half the effort. .3. innovation training form, conscientiously fulfill the training responsibilities. For different posts, different ranks and different areas, different professional posts, the people's police in the Corps prison should adopt flexible and diverse training methods to enhance the effectiveness of training to improve the various supporting reforms and innovate the training guarantee mechanism. For the continuous enhancement of the training of police training. It should be equipped with the practical teaching materials and the first-class teachers' team. The full function training base is the basis and prerequisite for the training of police. It is also the basic guarantee to ensure the actual effect of the police training..5. perfect the training mode and establish the training evaluation mechanism. The training model needs a set of effective training evaluation machines. The training evaluation system should be perfected according to the training courses offered at different levels, so as to ensure the effectiveness of training.
In a word, in the police training of Xinjiang production and Construction Corps prison, the improvement and establishment of scientific training mode should be based on the principle of "practical, practical and effective", strengthen the prison police education and training, improve the quality of education and training, improve the quality of the team. The ultimate goal of training is to create a political firm, business mastery, and style. Excellent, fair law enforcement and people's satisfaction with the prison police force.
