【摘要】：美國(guó)20世紀(jì)60年代消費(fèi)權(quán)益保護(hù)運(yùn)動(dòng)為美國(guó)現(xiàn)代完備的消保體系的建立打下了堅(jiān)實(shí)的基礎(chǔ)。美國(guó)的經(jīng)驗(yàn)為我國(guó)創(chuàng)建具有社會(huì)主義特色的新型消保體系提供了有益的借鑒。在我國(guó)城市化發(fā)展的新階段,以社區(qū)為基本單位創(chuàng)建示范性的消保機(jī)構(gòu)試點(diǎn),重視保護(hù)消費(fèi)者的健康和安全,為消費(fèi)產(chǎn)品安全性標(biāo)準(zhǔn)和法規(guī)的具體執(zhí)行提供有效的監(jiān)督。多渠道基金支持,不斷擴(kuò)大的志愿者隊(duì)伍,不斷完善的網(wǎng)絡(luò)消保服務(wù)的發(fā)展,媒體公器作用的發(fā)揮將在最大限度地促進(jìn)公眾參與的同時(shí),在整個(gè)消費(fèi)者權(quán)益保護(hù)事務(wù)的處理層面體現(xiàn)權(quán)力下放、分散、多元的特點(diǎn),有利于構(gòu)建適應(yīng)新時(shí)代發(fā)展需要的多維度,動(dòng)態(tài)消保體系。消保體系的變革將對(duì)于完善市場(chǎng)經(jīng)濟(jì)體制,促進(jìn)社會(huì)主義和諧,保障公民享受應(yīng)有權(quán)利有著重要意義。
[Abstract]:In the 1960s, the consumer rights and interests protection movement in the United States laid a solid foundation for the establishment of a modern and complete system for the elimination of insurance in the United States. The experience of the United States provided a useful basis for the establishment of a new system of elimination of insurance with socialist characteristics in China. In the new stage of China's urbanization, Setting up a pilot project of exemplary elimination and protection organization based on community as basic unit, paying attention to protecting consumers' health and safety, providing effective supervision for the concrete implementation of consumer product safety standards and regulations, and providing multi-channel fund support, With the increasing number of volunteers and the development of the network protection service, the role of the media will maximize the participation of the public, and at the same time, it will reflect the decentralization of power at the level of handling the whole consumer rights and interests protection affairs. The characteristics of diversification and diversification are conducive to the construction of a multi-dimensional and dynamic system of elimination of insurance, which can meet the needs of the development of the new era. The reform of the system of elimination of insurance will improve the market economic system and promote socialist harmony. It is of great significance to ensure that citizens enjoy their due rights.
