【摘要】：歐美等發(fā)達(dá)國(guó)家于20世紀(jì)六七十年代興起警務(wù)改革,社區(qū)警務(wù)應(yīng)運(yùn)而生,20世紀(jì)八十年代末被譯介到我國(guó)。社區(qū)警務(wù)是當(dāng)今世界各國(guó)警務(wù)改革的潮流和方向,其改變了傳統(tǒng)的警務(wù)觀念與模式,變被動(dòng)打擊為主動(dòng)防范,于是,警方與社區(qū)的合作互動(dòng)、警民關(guān)系的和諧與融洽顯得至關(guān)重要。為共同治理農(nóng)村各類治安問(wèn)題,有效地預(yù)防和減少犯罪,扎實(shí)推進(jìn)新農(nóng)村建設(shè),實(shí)現(xiàn)社會(huì)的長(zhǎng)治久安,構(gòu)建社會(huì)主義和諧社會(huì),推進(jìn)農(nóng)村社區(qū)警務(wù)建設(shè)具有深遠(yuǎn)意義。自2002年公安部提出全面實(shí)施社區(qū)警務(wù)戰(zhàn)略起,全國(guó)各級(jí)公安機(jī)關(guān)積極探索和嘗試推行社區(qū)警務(wù)建設(shè),瑞安市公安機(jī)關(guān)大膽創(chuàng)新,不斷充實(shí)社區(qū)警務(wù)的內(nèi)涵,取得了一定的成效,但是仍然存在許多問(wèn)題,亟待解決。為深入推進(jìn)瑞安市農(nóng)村社區(qū)警務(wù)建設(shè),促進(jìn)瑞安公安工作持續(xù)發(fā)展,促進(jìn)瑞安社會(huì)的穩(wěn)定與發(fā)展,構(gòu)建一個(gè)平安瑞安,本文以瑞安農(nóng)村社區(qū)警務(wù)為研究對(duì)象,運(yùn)用了文獻(xiàn)研究、案例研究、數(shù)據(jù)分析和歸納總結(jié)的研究方法,主要通過(guò)對(duì)瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)概況、采取的實(shí)際做法、取得的成效進(jìn)行分析,查找其存在的問(wèn)題,并分析產(chǎn)生問(wèn)題的原因;然后探討國(guó)外社區(qū)警務(wù)發(fā)展的經(jīng)驗(yàn),探索瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)可借鑒的措施;最后結(jié)合瑞安農(nóng)村社區(qū)實(shí)際,有針對(duì)性地提出瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)的具體對(duì)策,希望為瑞安農(nóng)村社區(qū)警務(wù)建設(shè),為構(gòu)建瑞安和諧農(nóng)村社區(qū),為瑞安社會(huì)治安的治理提供有益的參考。論文分六個(gè)部分進(jìn)行研究:第一章是緒論,主要介紹研究的目的、意義、研究方法和研究現(xiàn)狀;第二章是概念界定和相關(guān)理論,主要介紹了國(guó)內(nèi)外關(guān)于社區(qū)、社區(qū)警務(wù)的內(nèi)涵,對(duì)相關(guān)基本理論進(jìn)行了分析;第三章介紹瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)現(xiàn)狀;第四章分析瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)存在的問(wèn)題及原因;第五章是案例研究,先分析國(guó)外四個(gè)國(guó)家的社區(qū)警務(wù)模式,然后以國(guó)內(nèi)三個(gè)城市的社區(qū)警務(wù)模式為實(shí)際案例,分別總結(jié)各自的經(jīng)驗(yàn),及其對(duì)瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)的借鑒與啟示;第六章指出瑞安市農(nóng)村社區(qū)警務(wù)建設(shè)的發(fā)展,主要從樹立正確的理念,警力下沉,完善社區(qū)警務(wù)運(yùn)行機(jī)制,在人力、物力、能力方面完善社區(qū)警務(wù)建設(shè)的保障機(jī)制,建立健全“四型”警務(wù)機(jī)制,引領(lǐng)農(nóng)村社區(qū)警務(wù)建設(shè)快速發(fā)展等幾個(gè)層面針對(duì)性地提出對(duì)策措施。
[Abstract]:Developed countries such as Europe and the United States began to reform the police service in the 1960s and 1970s. Community policing came into being and was translated to our country in the late eighties of the 20th century. Community policing is the trend and direction of police service reform in the world today. It has changed the traditional concept and mode of policing and turned passive strike into active prevention. Therefore, the police and the community cooperate and interact. The harmonious and harmonious relationship between the police and the people is very important. In order to control all kinds of security problems in rural areas, prevent and reduce crime effectively, promote the construction of new countryside, realize the long-term stability of the society, build a harmonious socialist society, and promote the construction of rural community policing, it is of far-reaching significance. Since 2002, when the Ministry of Public Security put forward the strategy of implementing community policing in an all-round way, the public security organs at all levels throughout the country have actively explored and tried to promote the construction of community policing. The public security organs of Ruian City have boldly innovated, constantly enriched the connotation of community policing, and achieved certain results. But there are still many problems to be solved. In order to promote the construction of rural community policing in Ruian City, to promote the sustainable development of public security work in Ryan, to promote the stability and development of Ryan society, and to build a peaceful Ryan, this paper takes the rural community policing in Ryan as the research object, and makes use of the literature research. Case study, data analysis and summary of the research methods, mainly through the general situation of rural community policing construction in Ruian City, the actual practice, the results of the analysis, find its existing problems, and analyze the causes of the problems; Then it probes into the experience of the development of community policing in foreign countries and explores the measures that can be used for reference in the construction of rural community policing in Ruian city. Finally, combining with the reality of rural community in Ryan, this paper puts forward the concrete countermeasures for the construction of rural community policing in Ruian city, hoping to build the rural community policing in Ryan and build a harmonious rural community in Ryan. It provides a useful reference for the governance of public order in Ryan. The thesis is divided into six parts: the first chapter is an introduction, mainly introduces the purpose, significance, research methods and research status; The second chapter is the definition of the concept and related theories, mainly introduces the connotation of community and community policing at home and abroad, analyzes the relevant basic theories, the third chapter introduces the current situation of rural community policing construction in Ruian. The fourth chapter analyzes the problems and causes of rural community policing construction in Ruian. The fifth chapter is the case study, first analyzes the community policing model of four foreign countries, then takes the community policing model of three domestic cities as the actual case, summarizes their respective experiences respectively. And its reference and inspiration to the construction of rural community policing in Ruian city; The sixth chapter points out the development of rural community policing construction in Ruian city, mainly from setting up the correct idea, sinking police force, perfecting the operation mechanism of community policing, perfecting the guarantee mechanism of community policing construction in the aspects of manpower, material resources and ability. To establish and perfect the "four-type" policing mechanism, to lead the rapid development of rural community policing construction, and to put forward countermeasures.
