【摘要】： 近年來(lái),隨著上海經(jīng)濟(jì)發(fā)展、社會(huì)的轉(zhuǎn)型以及城市化建設(shè)的不斷推進(jìn),流動(dòng)人口大量流入。在上海流動(dòng)人口的郊區(qū)化特點(diǎn)相當(dāng)明顯,已經(jīng)在城郊結(jié)合部、郊區(qū)和農(nóng)村地區(qū)形成流動(dòng)人口集中的社區(qū),成為一個(gè)特殊的社區(qū)。由于社會(huì)經(jīng)濟(jì)結(jié)構(gòu)的變化、產(chǎn)業(yè)的調(diào)整,流動(dòng)人口集中社區(qū)的社會(huì)關(guān)系變得復(fù)雜,社會(huì)治安問(wèn)題尤為突出,成為影響地區(qū)穩(wěn)定的主要因素。因此,加強(qiáng)流動(dòng)人口集中社區(qū)的治安管理,對(duì)于提升上海城市安全感、確保上海的穩(wěn)定發(fā)展,營(yíng)造和諧的社會(huì)環(huán)境有著重大的現(xiàn)實(shí)意義。 本文以流動(dòng)人口管理理論、社區(qū)警務(wù)理論以及治理理論為出發(fā)點(diǎn),通過(guò)分析流動(dòng)人口集中社區(qū)的形成和特征、基本狀況以及治安管理現(xiàn)狀,指出當(dāng)前在流動(dòng)人口集中社區(qū)治安管理中存在的薄弱環(huán)節(jié),主要是流動(dòng)人口動(dòng)態(tài)信息不掌握、社區(qū)警務(wù)管理存在盲區(qū)、社區(qū)治安防范力量薄弱等問(wèn)題。其次,從流動(dòng)人口管理體制、警務(wù)運(yùn)作機(jī)制、社區(qū)治安防控等方面分析原因,指出流動(dòng)人口動(dòng)態(tài)信息采集和居住證制度的不足、房屋治安管理的不落實(shí)、社區(qū)警務(wù)的不到位、居民防范意識(shí)和能力的不強(qiáng)等原因。最后,結(jié)合上海特大城市的社區(qū)建設(shè),從強(qiáng)化流動(dòng)人口的社區(qū)管理、加強(qiáng)社區(qū)警務(wù)的機(jī)制建設(shè)、健全社區(qū)治安的防控體系等方面,探索解決治安管理的對(duì)策,指導(dǎo)加強(qiáng)對(duì)治安復(fù)雜社區(qū)的治理,促進(jìn)和諧社區(qū)建設(shè)。
[Abstract]:In recent years, with the development of Shanghai economy, the social transformation and the urbanization construction, the floating population flows in a large number. The suburbanization of floating population in Shanghai is quite obvious. It has become a special community in the suburbs, suburbs and rural areas. Because of the change of the social economic structure and the adjustment of the industry, the social relationship of the floating population concentrated community becomes complicated, the social security problem is especially prominent, and becomes the main factor that affects the stability of the region. Therefore, it is of great practical significance to strengthen the public security management of the floating population concentrated community for the promotion of sense of security in Shanghai, to ensure the stable development of Shanghai and to create a harmonious social environment. Based on the theory of floating population management, the theory of community policing and the theory of governance, this paper analyzes the formation and characteristics of floating population concentrated communities, the basic situation and the present situation of public security management. It is pointed out that the weak links in the community security management of the floating population are mainly the lack of the dynamic information of the floating population, the blind area of the community policing management, the weakness of the community security guard force, and so on. Secondly, it analyzes the reasons from the aspects of floating population management system, police operation mechanism, community security prevention and control, and points out that the mobile population dynamic information collection and residence permit system is insufficient, the house security management is not implemented, and the community policing is not in place. Residents guard against consciousness and ability is not strong and other reasons. Finally, combining with the community construction of Shanghai mega-city, this paper explores the countermeasures to solve the security management from the aspects of strengthening the community management of floating population, strengthening the mechanism construction of community policing, and perfecting the prevention and control system of community public security. To guide and strengthen the governance of complex public security communities and promote the construction of harmonious communities.
