【摘要】： 平安建設(shè),就是以一定的行政區(qū)域和基層單位為范圍,全面加強(qiáng)社會治安綜合治理,建設(shè)平安地區(qū)和平安單位,實(shí)現(xiàn)社會穩(wěn)定和人民安居樂業(yè)。平安建設(shè)是我國社會治安綜合治理的新舉措,是構(gòu)建社會主義和諧社會的保障工程,是維護(hù)廣大人民群眾根本利益的民心工程,是提高黨的執(zhí)政能力、鞏固黨的執(zhí)政地位的基礎(chǔ)工程。 在中共中央政法委員會、中央社會治安綜合治理委員會《關(guān)于深入開展平安建設(shè)的意見》中,對平安建設(shè)的指導(dǎo)思想、目標(biāo)任務(wù)和主要措施,都作了明確的規(guī)定。自平安建設(shè)廣泛開展以來,取得了重要的成績,但也存在著一些具體的問題。當(dāng)前深入開展平安建設(shè),就是要進(jìn)一步落實(shí)中央關(guān)于平安建設(shè)的各項(xiàng)措施,特別是要把這些措施落實(shí)到基層。 深入開展平安建設(shè),一是要加強(qiáng)思想政治教育,為深入開展平安建設(shè)打造堅(jiān)實(shí)的思想政治基礎(chǔ)；二是要加強(qiáng)組織建設(shè)和制度建設(shè),為深入開展平安建設(shè)提供強(qiáng)有力的保證；三是要進(jìn)一步加強(qiáng)領(lǐng)導(dǎo),真抓實(shí)干,務(wù)求平安建設(shè)的實(shí)效。隨著平安建設(shè)的深入開展,我國的社會治安綜合治理和社會主義和諧社會的構(gòu)建,必將取得進(jìn)一步的成績。
[Abstract]:Peaceful construction is to take certain administrative regions and grass-roots units as the scope, comprehensively strengthen the comprehensive management of social security, build peaceful areas and peaceful units, and realize social stability and the people living and working in peace and contentment. The construction of peace is a new measure for the comprehensive management of public order in our country, a guarantee project for building a harmonious socialist society, a project of the people's will to safeguard the fundamental interests of the broad masses of the people, and an improvement of the Party's ruling ability. Since the peace building has been widely carried out, it has made important achievements, but there are also some specific problems. To carry out the peaceful construction in depth is to further implement all measures of the Central Committee on the construction of peace, especially to put these measures into practice at the grass-roots level. The first is to strengthen ideological and political education to create a solid ideological and political foundation for the further development of peace, the second is to strengthen the organizational construction and system construction, and to provide a strong guarantee for the further development of peace construction. Third, it is necessary to further strengthen the leadership, real work, to ensure the effectiveness of peaceful construction. With the development of peaceful construction, the comprehensive management of social security and the construction of socialist harmonious society will make further achievements.
