沖突功能論視角下的群體性事件應(yīng)對(duì)策略研究

【摘要】：群體性事件作為當(dāng)前我國(guó)的一項(xiàng)熱點(diǎn)問(wèn)題,不但頻繁發(fā)生,而且影響越來(lái)越大。這些群體性事件不僅涉及到各個(gè)大中城市的城鎮(zhèn)居民,也包括鄉(xiāng)村的農(nóng)民,甚至從沿海地區(qū)一直擴(kuò)張至內(nèi)陸城市,就連普通崗位上的司機(jī)和教師,都曾選擇集體行動(dòng)的方式來(lái)表達(dá)自己的訴求。此種情況已經(jīng)對(duì)當(dāng)前我國(guó)建設(shè)小康社會(huì)偉大事業(yè)的健康發(fā)展造成嚴(yán)重影響。本文就是在這樣的背景下,開(kāi)始思考由群體性事件帶來(lái)的種種問(wèn)題。群體性事件的起因主要是由于當(dāng)前,我國(guó)正處于計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)、傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)加速轉(zhuǎn)型的過(guò)渡時(shí)期,在此期間,經(jīng)濟(jì)和改革都在迅速發(fā)展,社會(huì)矛盾也日漸凸顯,社會(huì)的深刻變革既給社會(huì)發(fā)展帶來(lái)了動(dòng)力和活力,也帶來(lái)了諸多的問(wèn)題和矛盾,此時(shí),社會(huì)沖突、群體性事件就是典型的體現(xiàn)。而在我國(guó),由于一些地方政府對(duì)群體性事件的錯(cuò)誤認(rèn)識(shí),一味求穩(wěn),通常將人民內(nèi)部矛盾的沖突擴(kuò)大為敵我矛盾,并對(duì)此采取強(qiáng)行壓制的措施,這就造成了沖突矛盾的激化,進(jìn)一步危及了地方的和諧與穩(wěn)定。因此,將社會(huì)沖突控制在合理的范圍內(nèi),處理好群體性事件,維護(hù)社會(huì)的和諧穩(wěn)定發(fā)展,無(wú)疑已是我國(guó)的重中之重。由群體性事件帶來(lái)的負(fù)面影響,學(xué)術(shù)理論界已進(jìn)行了研究和探討,并取得了一定的成果。然而群體性事件并不只具有目前所研究的破壞性負(fù)作用,它也有積極的一面。沖突功能論者對(duì)社會(huì)沖突的原因、類(lèi)型、性質(zhì)及解決辦法進(jìn)行了論述,這對(duì)分析我國(guó)轉(zhuǎn)型期所發(fā)生的群體性事件有重要的指導(dǎo)和借鑒意義。沖突功能論著重強(qiáng)調(diào)了群體性事件的正面作用,它指出,社會(huì)沖突表現(xiàn)出其積極性的正功能,如防止僵化的社會(huì)制度、促進(jìn)社會(huì)整合、增強(qiáng)社會(huì)組織的適應(yīng)性,并依據(jù)社會(huì)沖突的正功能提出了社會(huì)“安全閥機(jī)制”。因此本文將著重從沖突功能論的視角出發(fā),結(jié)合我國(guó)實(shí)際,從社會(huì)沖突的正功能角度來(lái)探討應(yīng)對(duì)群體性事件的對(duì)策。
[Abstract]:As a hot issue in China, group events not only occur frequently, but also have more and more influence. These mass incidents not only involved urban residents in large and medium-sized cities, but also rural farmers, and even expanded from coastal areas to inland cities, even drivers and teachers in ordinary jobs. Both have chosen to act collectively to express their demands. This situation has had a serious impact on the healthy development of the great cause of building a well-off society in our country. Under this background, this paper begins to think about the problems caused by mass events. The cause of mass events is mainly due to the fact that China is in the transitional period of transition from planned economy to market economy and from traditional society to modern society. During this period, the economy and reform are developing rapidly, and social contradictions are becoming increasingly prominent. The profound transformation of society not only brings power and vitality to social development, but also brings many problems and contradictions. At this time, social conflict and group events are typical embodiment. In our country, because some local governments blindly seek stability because of their erroneous understanding of mass incidents, they usually expand conflicts among the people into contradictions between themselves and the enemy, and take measures to suppress them by force. This has led to the intensification of conflicts. Further endangers local harmony and stability. Therefore, controlling social conflicts within a reasonable range, handling group incidents well, and maintaining the harmonious and stable development of society are undoubtedly the most important tasks in our country. The negative effects of group events have been studied and discussed by academic theorists, and some achievements have been made. Group events, however, have not only the destructive negative effects that have been studied at present, but also have a positive side. The conflict function theorists discuss the causes, types, nature and solutions of social conflicts, which have important guidance and reference significance for the analysis of the group events in the transition period of our country. The theory of conflict function emphasizes the positive role of group events. It points out that social conflicts show positive and positive functions, such as preventing rigid social systems, promoting social integration, and enhancing the adaptability of social organizations. According to the positive function of social conflict, the social "safety valve mechanism" is put forward. Therefore, this paper will focus on the perspective of conflict function theory, combined with the reality of our country, from the point of view of the positive function of social conflict to explore the countermeasures to deal with group events.
