【摘要】：我國現(xiàn)行戶籍制度條件下,經(jīng)濟社會的持續(xù)快速發(fā)展與人口流動的日益頻繁,導(dǎo)致戶口對居民的約束力越來越小,繼而催生著人戶分離人口的不斷產(chǎn)生。人戶分離人口持續(xù)增加,既增加了戶籍管理的難度,也不利于和諧社會的建立,給社會綜合服務(wù)管理帶來了一系列問題。要破解人戶分離帶來的社會管理難題,必須加快戶籍制度改革,創(chuàng)新人口與社會管理方法,實現(xiàn)人口合理有序流動。本文擬結(jié)合工作實際,通過文獻分析、案例分析等方法對戶籍人口的人戶分離問題展開深入研究。主體部分包括以下內(nèi)容：第一章導(dǎo)論介紹了本文的選題背景,闡述了國內(nèi)外有關(guān)人戶分離問題的研究現(xiàn)狀,介紹了本文研究的內(nèi)容、研究方法、創(chuàng)新點與難點及研究不足。第二章簡要論述現(xiàn)有研究中對人戶分離概念的界定,并對本文中的概念進行明確,闡述進行戶籍人口人戶分離問題研究的理論意義及現(xiàn)實意義。第三章通過圖表展示青州市戶籍人口人戶分離現(xiàn)狀及小城市人戶分離過程中特有的“逆城市化”現(xiàn)象,及其主要表現(xiàn)形式,從制度、資源配置、政府管理三個層面分析上述因素在人戶分離問題產(chǎn)生過程中起到的作用。第四章結(jié)合公安工作實際重點論述人戶分離人口的大量產(chǎn)生對社會綜合管理帶來的影響,突出表現(xiàn)為戶籍管理部門工作強度加大及社會不穩(wěn)定因素增多,人口統(tǒng)計數(shù)據(jù)不準確影響政府決策科學(xué)性及社會公共資源合理配置。第五章著重對改善人戶分離問題的有效途徑進行探索,人戶分離問題解決的根本出路在于戶籍改革,關(guān)鍵在于頂層設(shè)計。但在現(xiàn)行戶籍制度條件下,在人戶分離人口在一定區(qū)域內(nèi)呈現(xiàn)持續(xù)增長的態(tài)勢下,積極探索人口管理新方法,創(chuàng)新政府管理方式,將人戶分離問題的治理納入社區(qū)體系構(gòu)建中,加快社會配套制度改革進程等都將成為緩解人戶分離問題的有效途徑。
[Abstract]:Under the condition of the current household registration system in our country, the sustained and rapid development of economy and society and the increasing frequency of population flow lead to the increasingly binding force of household registration on residents, which leads to the emergence of separate population. The continuous increase in the population of household separation not only increases the difficulty of household registration management, but also is not conducive to the establishment of a harmonious society, which brings a series of problems to the management of comprehensive social services. In order to solve the social management problems caused by the separation of households, we must speed up the reform of household registration system, innovate the methods of population and social management, and realize the rational and orderly flow of population. In this paper, through literature analysis, case analysis and other methods, the separation of household and household of household registration population will be deeply studied. The main part includes the following contents: the first chapter introduces the background of this paper, describes the domestic and foreign research on the separation of households, introduces the content, research methods, innovation points and difficulties, and lack of research. The second chapter briefly discusses the definition of the concept of household separation in the existing research, and clarifies the concept in this paper, and expounds the theoretical and practical significance of the study of household separation. The third chapter shows the current situation of household separation in Qingzhou City and the special phenomenon of "anti-urbanization" in the process of separation of household and household in small cities, and its main manifestations, from the system, the allocation of resources, Three levels of government management analysis of the above factors in the process of the separation of households. The fourth chapter focuses on the impact of the large number of separated population on the comprehensive management of the society combined with the actual situation of public security work, which is manifested in the increase of the work intensity of the household registration management department and the increase of the social instability factors. Inaccurate demographic data affect the scientific nature of government decision-making and the rational allocation of social public resources. The fifth chapter focuses on the effective ways to improve the separation of households and households. The fundamental way to solve the problem lies in the reform of household registration and the key lies in the top-level design. However, under the condition of the current household registration system, under the situation of continuous growth of the separated population in a certain area, the author actively explores the new method of population management, innovates the government management method, and brings the governance of the separation of population and household into the construction of the community system. Speeding up the reform process of social supporting system will become an effective way to alleviate the problem of household separation.
