【摘要】：當(dāng)前,我國正處于經(jīng)濟(jì)轉(zhuǎn)軌、社會轉(zhuǎn)型的關(guān)鍵時期,“三農(nóng)”問題日益成為經(jīng)濟(jì)社會發(fā)展的焦點(diǎn)和難點(diǎn)。受多種因素的影響,以農(nóng)民為主體的群體性事件呈高發(fā)態(tài)勢。這些群體性事件作為轉(zhuǎn)型期社會沖突的重要表現(xiàn)形式,不僅直接影響到農(nóng)村的社會穩(wěn)定和發(fā)展,而且在一定的程度上制約甚至決定了國家是否可以順利地實(shí)現(xiàn)由傳統(tǒng)社會向現(xiàn)代社會的轉(zhuǎn)型。因此,防范和解決群體性事件,可以通過調(diào)整利益結(jié)構(gòu),減輕農(nóng)民負(fù)擔(dān),切實(shí)完善農(nóng)民利益保護(hù)、利益表達(dá)機(jī)制,改善鄉(xiāng)村權(quán)力關(guān)系,健全農(nóng)村治理體制、加強(qiáng)農(nóng)村基層政府的誠信建設(shè)、加強(qiáng)基層法治建設(shè)與思想教育工作等有效措施來實(shí)施。 論文共分為五章： 第一章是緒論,主要介紹論文的研究背景、選題的確定以及研究目的和意義、研究框架和方法,在梳理和總結(jié)了國內(nèi)外專家學(xué)者對群體性事件研究成果的基礎(chǔ)上,進(jìn)行了比較簡明的綜述。第二章選取湖南省XX鎮(zhèn)為個案,對事件概況、發(fā)生的原因、采取的對策以及引發(fā)的思考進(jìn)行了分析研究。第三、四、五章是論文的主體部分。第三章分析了群體性事件處理和研究的理論基礎(chǔ)。剖析了政治機(jī)會結(jié)構(gòu)理論、集體行動理論以及政治過程論理論,為分析我國農(nóng)民群體性事件提供了分析框架。第四章對現(xiàn)階段我國農(nóng)民群體性事件的原因進(jìn)行了詳細(xì)分析,指出導(dǎo)致我國目前農(nóng)民群體性事件頻發(fā)的原因是多方面的。第五章,結(jié)合社會學(xué)、政治學(xué)等理論和我國地方政府農(nóng)村治理的實(shí)際,提出有效防范和治理農(nóng)民群體性事件的對策建議。
[Abstract]:At present, China is in the critical period of economic transition and social transformation, the "three rural" issues have increasingly become the focus and difficulty of economic and social development. Under the influence of many factors, group events with farmers as the main body have a high incidence. As an important manifestation of social conflicts in the transitional period, these group incidents not only directly affect the social stability and development of rural areas, To a certain extent, it restricts or even determines whether the country can smoothly realize the transition from traditional society to modern society. Therefore, to prevent and solve group incidents, we can adjust the structure of interests, lighten the burden on farmers, improve the protection of farmers' interests, express the interests, improve the power relations in rural areas, and improve the system of rural governance. Strengthen the rural grass-roots government honesty construction, strengthen the grass-roots rule of law construction and ideological education and other effective measures to implement. The thesis is divided into five chapters: The first chapter is the introduction, mainly introduces the research background, the choice of the topic, the research purpose and significance, the research frame and the method, on the basis of combing and summing up the domestic and foreign experts and scholars' research achievements on group events. A brief summary is given. The second chapter selects XX Town of Hunan Province as a case, analyzes the general situation of the incident, the reasons for the occurrence, the countermeasures taken and the thinking caused by it. The third, fourth and fifth chapters are the main part of the thesis. The third chapter analyzes the theoretical basis of group event handling and research. This paper analyzes the theory of political opportunity structure, collective action theory and political process theory, which provides an analytical framework for the analysis of peasant group events in China. The fourth chapter analyzes the causes of peasant group incidents in detail, and points out that the reasons leading to the frequent occurrence of peasant group incidents in our country are various. In the fifth chapter, combining the theories of sociology, political science and the reality of rural governance of local government in our country, the author puts forward some countermeasures and suggestions on how to prevent and control peasant group events effectively.
