【摘要】： 戶籍制度改革是我國一項(xiàng)涉及全體人民的切身利益和中國社會生活之基本形貌的具有根本重要性的制度。就我國目前而言,要想解決“戶口問題”,關(guān)鍵在于消除戶口背后附加的利益,保障人與人之間的利益平等。隨著市場經(jīng)濟(jì)的發(fā)展,改革開放的深化,工業(yè)化、現(xiàn)代化、城市化進(jìn)程的積極推進(jìn),人口流動(dòng)的大幅增加,戶口束縛功能和市場訴求矛盾的加劇,加之人們要求改革呼聲的日益高漲,我國戶籍制度的弊端日益暴露出來。自20世紀(jì)80年代以來,我國就開始探索改革戶籍制度,但一直以來收效甚微。因此建立符合我國國情的戶籍制度,從根本上解決我國公民的戶口問題,對于保障人口的自由流動(dòng)、建設(shè)社會主義市場經(jīng)濟(jì)、構(gòu)建社會主義和諧社會具有重大意義。本文從以下幾個(gè)方面對此問題進(jìn)行了探討: 第一部分:中國戶籍制度概述。這部分結(jié)合學(xué)術(shù)界的研究成果,闡述了戶籍制度的內(nèi)涵和基本特征,為文章打下了理論基礎(chǔ)。 第二部分:建國后我國戶籍制度的發(fā)展歷程。根據(jù)對人口遷移流動(dòng)的限制松緊程度和時(shí)間階段為標(biāo)準(zhǔn),將新中國的戶籍制度的改革發(fā)展歷程分為三個(gè)時(shí)期,即計(jì)劃經(jīng)濟(jì)條件下的戶籍制度調(diào)整、準(zhǔn)市場經(jīng)濟(jì)時(shí)期的戶籍調(diào)整與改革、市場經(jīng)濟(jì)條件下的戶籍改革。 第三部分:我國戶籍制度的歷史貢獻(xiàn)及存在的主要問題。這部分客觀分析了我國戶籍制度曾經(jīng)發(fā)揮的積極作用,也對其功能異化后帶來的系列主要問題進(jìn)行了綜合的分析,著重闡述了戶籍制度造成的人與人之間的不平等、對經(jīng)濟(jì)社會發(fā)展的阻礙、限制人口的自由流動(dòng)三個(gè)方面的弊端。 第四部分:我國戶籍制度改革的原則和對策。這部分是本文的重點(diǎn)和落腳點(diǎn),本部分立足我國國情,借鑒國內(nèi)外經(jīng)驗(yàn),提出了戶籍改革應(yīng)該堅(jiān)持公平公正、統(tǒng)籌兼顧、循序漸進(jìn)的原則。并針對性地提出了三個(gè)方面改革對策思考,即放開人口自由流動(dòng)的限制,創(chuàng)新戶籍管理制度,加快從當(dāng)前單一的行政性控制向行政性控制和市場推進(jìn)相結(jié)合的轉(zhuǎn)變。 第五部分:深刻認(rèn)識我國戶籍制度改革的重大意義。我國戶籍制度改革有利于消除城鄉(xiāng)二元結(jié)構(gòu),緩解人民內(nèi)部矛盾;有利于加速農(nóng)業(yè)現(xiàn)代化進(jìn)程;有利于社會主義和諧社會的構(gòu)建。此部分也是對我國戶籍制度改革的肯定和支持。
[Abstract]:The reform of household registration system is of fundamental importance to the vital interests of the whole people and the basic appearance of Chinese social life. As far as our country is concerned, if we want to solve the "hukou problem", the key lies in eliminating the additional benefits behind the hukou and ensuring the equality of interests among people. With the development of the market economy, the deepening of reform and opening up, the deepening of industrialization, the modernization, the positive advancement of the urbanization process, the substantial increase of the population flow, and the intensification of the contradiction between the function of hukou restraint and the market demand, With the increasing demand for reform, the malpractice of the household registration system in our country has been exposed day by day. Since 1980's, China began to explore the reform of the household registration system, but has had little effect. Therefore, it is of great significance to establish a household registration system in accordance with the national conditions of our country and fundamentally solve the problem of hukou for our citizens. It is of great significance to ensure the free flow of population, to build a socialist market economy and to build a harmonious socialist society. This paper discusses this problem from the following aspects: The first part: an overview of China's household registration system. This part, combined with the academic research results, expounds the connotation and basic characteristics of the household registration system, which lays a theoretical foundation for the article. The second part: the development of the household registration system after the founding of the people's Republic of China. According to the restriction degree and time stage of population migration, this paper divides the reform and development of the new China's household registration system into three periods, namely, the adjustment of the household registration system under the planned economy. The adjustment and reform of household registration in the period of quasi-market economy and the reform of household registration under the condition of market economy. The third part: the historical contribution and main problems of the household registration system in China. This part objectively analyzes the positive role that the household registration system has played in our country, and makes a comprehensive analysis of the series of main problems brought about by the alienation of the household registration system, focusing on the inequality between people caused by the household registration system. The hindrance to the economic and social development and the limitation of the free movement of the population. The fourth part: the reform principle and countermeasure of household registration system in our country. This part is the focal point and the foothold of this article, this part bases on the national conditions of our country, draws lessons from the domestic and foreign experience, proposed that the household registration reform should adhere to the principle of fairness and justice, overall consideration and gradual progress. This paper puts forward three countermeasures, that is, to liberalize the restrictions on the free flow of population, to innovate the household registration management system, and to speed up the transformation from the single administrative control to the combination of administrative control and market advancement. The fifth part: deeply understand the great significance of the reform of household registration system in our country. The reform of the household registration system in China is conducive to eliminating the dual structure between urban and rural areas, alleviating contradictions among the people, speeding up the process of agricultural modernization, and building a harmonious socialist society. This part also affirms and supports the reform of household registration system in our country.
