【摘要】：京津冀區(qū)域警務(wù)協(xié)同是推動(dòng)京津冀協(xié)同發(fā)展的應(yīng)有之義。但三地警務(wù)協(xié)同發(fā)展存在部門利益驅(qū)動(dòng)、信息壁壘、缺乏頂層設(shè)計(jì)等短板,協(xié)同質(zhì)效不能適應(yīng)當(dāng)前京津冀協(xié)同發(fā)展的要求。從當(dāng)前三地警務(wù)協(xié)同發(fā)展的趨勢(shì)、存在的問(wèn)題及實(shí)現(xiàn)路徑等方面看,京津冀警務(wù)協(xié)同發(fā)展的不斷推進(jìn)深化,需要從制定框架協(xié)議的宏觀層面逐步向聯(lián)勤指揮、情報(bào)信息共享、治安防控一體等基礎(chǔ)警務(wù)延伸,需要著力加強(qiáng)頂層設(shè)計(jì)、堅(jiān)持改革創(chuàng)新驅(qū)動(dòng)、打牢防控體系支撐,以更加弘大的視野和勇氣推進(jìn)京津冀協(xié)同發(fā)展。北京地處首都,更應(yīng)該以自身地緣優(yōu)勢(shì)、區(qū)位優(yōu)勢(shì)、政治優(yōu)勢(shì)謀劃警務(wù)協(xié)同的"北京樣本"。
[Abstract]:Beijing-Tianjin-Hebei regional police coordination is the necessary meaning to promote the development of Beijing-Tianjin-Hebei coordination. However, the cooperative development of police service in the three places is driven by the interests of departments, information barriers, lack of top-level design and other short board, the coordination quality and effect can not meet the requirements of the current Beijing-Tianjin-Hebei collaborative development. From the current development trend, existing problems and realization path of the police cooperation in the three places, the deepening of the cooperative development of the Beijing-Tianjin-Hebei police needs to be carried out step by step to the joint service command and information sharing from the macro level of the formulation of the framework agreement. It is necessary to strengthen the top-level design, persist in the reform and innovation drive, strengthen the support of the prevention and control system, and promote the coordinated development of Beijing-Tianjin-Hebei with greater vision and courage. Beijing is located in the capital city, and it should use its own geographical advantage, location advantage and political advantage to plan the "Beijing sample" of police cooperation.
