【摘要】：目前我國(guó)醫(yī)療服務(wù)行業(yè),尤其是公立醫(yī)院廣泛出現(xiàn)如黃牛黨、以藥養(yǎng)醫(yī)過(guò)度醫(yī)療等問(wèn)題,這些問(wèn)題產(chǎn)生的根源在于政府以行政權(quán)力干預(yù)醫(yī)療服務(wù)的定價(jià)。醫(yī)療服務(wù)本是具有商品和公共服務(wù)雙重屬性,政府往往過(guò)于強(qiáng)調(diào)其公共服務(wù)的屬性而忽視其商品屬性。政府對(duì)醫(yī)療服務(wù)的定價(jià)采取干預(yù)的政策,然而,行政權(quán)力并不能從根本上決定和控制市場(chǎng),政府的干預(yù)將受到市場(chǎng)規(guī)律的反彈和報(bào)復(fù);并且由于政府的體制機(jī)制的弊病,政府干預(yù)本身就存在低效和滯后的問(wèn)題,從而加重了公立醫(yī)院存在的問(wèn)題。因此,對(duì)于醫(yī)療服務(wù)的減壓和改革勢(shì)在必行,基于市場(chǎng)機(jī)制的定價(jià)和政府監(jiān)管部門的盡職監(jiān)管的結(jié)合,必將充分提高我國(guó)醫(yī)療服務(wù)的質(zhì)與量。
[Abstract]:At present, the medical service industry, especially the public hospitals in our country, have appeared the problems such as the Yellow cattle Party and the excessive medical treatment with medicine. The root of these problems lies in the government intervening in the pricing of medical service with the administrative power.Medical service has the dual attribute of goods and public service, but the government often emphasizes the attribute of public service and neglects its commodity attribute.However, the executive power cannot fundamentally decide and control the market, and the government intervention will be rebounded and retaliated by the market law, and due to the shortcomings of the government's institutional mechanism,Government intervention itself is inefficient and lagged, thus exacerbating the problems in public hospitals.Therefore, the decompression and reform of medical service is imperative. The combination of pricing based on market mechanism and due diligence of government supervision department will improve the quality and quantity of medical service in our country.
