【摘要】:任何國(guó)家的社會(huì)經(jīng)濟(jì)與政治發(fā)展在很大程度上取決于其國(guó)民的教育水平。教育被看作是社會(huì)現(xiàn)代化的主要工具,它對(duì)社會(huì)關(guān)系、人們的生活方式有決定性的影響。隨著時(shí)代的快速發(fā)展,教育的變革勢(shì)在必行,且越來(lái)越重要。現(xiàn)階段,教育在哈薩克斯坦的社會(huì)經(jīng)濟(jì)發(fā)展過(guò)程中發(fā)揮的作用有了顯著提升。哈國(guó)學(xué)界普遍認(rèn)為,教育水平的提高是促進(jìn)國(guó)家經(jīng)濟(jì)與社會(huì)發(fā)展的前提條件,也是提升國(guó)力與提高本國(guó)國(guó)際地位的重要保證。本文首先梳理哈薩克斯坦基礎(chǔ)教育學(xué)制改革的歷史淵源,以此,向讀者更好地展示基礎(chǔ)教育學(xué)制改革的國(guó)內(nèi)外現(xiàn)實(shí)背景;其次,對(duì)哈國(guó)基礎(chǔ)教育學(xué)制改革進(jìn)行了概述,并從學(xué)習(xí)時(shí)間、培養(yǎng)目標(biāo)和課程設(shè)置三個(gè)方面闡述了哈國(guó)基礎(chǔ)教育學(xué)制改革的現(xiàn)狀,在此基礎(chǔ)上揭示了基礎(chǔ)教育學(xué)制改革中存在的問(wèn)題及其產(chǎn)生原因。最后,針對(duì)問(wèn)題,提出完善學(xué)制改革應(yīng)該遵循的可行性原則、逐步推進(jìn)原則、公平性原則和系統(tǒng)性原則,并提出具體的改善對(duì)策:改革教師培訓(xùn)目標(biāo)、加大教育經(jīng)費(fèi)投入等。
[Abstract]:The socio-economic and political development of any country depends to a great extent on the level of education of its people. People's way of life has a decisive impact. With the rapid development of the times, educational reform is imperative and more and more important. Education has played a significant role in the process of social and economic development in Kazakhstan. Kazakh academic circles generally believe that the improvement of educational level is the prerequisite to promote the national economic and social development. It is also an important guarantee to enhance the national strength and improve the international status of our country. Firstly, this paper combs the historical origin of the elementary education system reform in Kazakhstan. To better show readers the basic education system reform at home and abroad background; Secondly, the reform of basic education system in Kazakhstan is summarized, and the present situation of the reform of basic education system in Kazakhstan is expounded from three aspects: learning time, training goal and curriculum. On this basis, it reveals the existing problems in the reform of the basic education system and its causes. Finally, in view of the problems, the paper puts forward the feasible principles to be followed in the reform of the school system, and advances the principles step by step. The principles of fairness and systematicness are put forward, and some countermeasures are put forward, such as reforming teachers' training target, increasing the investment of education funds and so on.
