【摘要】：針對(duì)創(chuàng)新存在的負(fù)效應(yīng)及其潛在風(fēng)險(xiǎn),歐美學(xué)界提出了負(fù)責(zé)任創(chuàng)新的理念,意在通過(guò)一種前瞻性的價(jià)值設(shè)計(jì)使創(chuàng)新更好地滿(mǎn)足社會(huì)需求進(jìn)而實(shí)現(xiàn)普惠性發(fā)展。通過(guò)對(duì)中國(guó)無(wú)線谷創(chuàng)新實(shí)踐的分析,發(fā)現(xiàn)其在主體責(zé)任分配、政府政策導(dǎo)向、協(xié)同創(chuàng)新模式和價(jià)值目標(biāo)等維度與負(fù)責(zé)任創(chuàng)新是契合的,但仍有不符合負(fù)責(zé)任創(chuàng)新的方面,這需要在制度、實(shí)施以及思維等層面不斷進(jìn)行改進(jìn)。
[Abstract]:In view of the negative effect of innovation and its potential risks, the European and American scholars put forward the idea of responsible innovation, which aims to make innovation better meet the social needs and achieve inclusive development through a forward-looking value design. Through the analysis of the innovation practice of China Wireless Valley, it is found that the dimensions of responsibility distribution, government policy orientation, cooperative innovation model and value goal are consistent with the responsible innovation, but there are still some aspects that are not in line with the responsible innovation. This requires continuous improvement in terms of institutions, implementation and thinking.
