【摘要】：目的 :為探索和總結(jié)抗洪搶險(xiǎn)部隊(duì)衛(wèi)生防疫保障工作的經(jīng)驗(yàn) ,指導(dǎo)部隊(duì)基層衛(wèi)生防疫人員在抗洪現(xiàn)場更好地開展防疫工作 ,以確保官兵健康和抗洪搶險(xiǎn)任務(wù)的順利完成。方法 :在總結(jié)和分析某部赴湖南洞庭地區(qū)抗洪搶險(xiǎn)衛(wèi)生防疫保障工作的做法和特點(diǎn)的基礎(chǔ)上 ,在實(shí)施衛(wèi)生防疫保障中 ,采取了以下做法 :(1)搞好“三結(jié)合”。即上級(jí)與下級(jí)相結(jié)合 ;專業(yè)預(yù)防與群防相結(jié)合 ;軍隊(duì)與地方相結(jié)合。 (2 )把好“四關(guān)”。即把好飲食衛(wèi)生關(guān) ;把好飲水衛(wèi)生關(guān) ;把好預(yù)防接種、服藥關(guān) ;把好疫情上報(bào)關(guān)。 (3)做到“五個(gè)到位”。即組織領(lǐng)導(dǎo)到位 ;宣傳教育到位 ;整治環(huán)境到位 ;衛(wèi)生人員到位 ;防疫藥品到位。結(jié)果 :通過以上措施 ,保證了抗洪搶險(xiǎn)衛(wèi)生防疫工作的落實(shí) ,取得了預(yù)期的效果 ,使部隊(duì)總發(fā)病率控制在 9.2 % ,實(shí)現(xiàn)了抗洪搶險(xiǎn)部隊(duì)“身在疫區(qū)無疫情”的總目標(biāo)。結(jié)論 :通過抗洪搶險(xiǎn)現(xiàn)場工作實(shí)踐 ,總結(jié)分析提出的衛(wèi)生防疫保障措施和經(jīng)驗(yàn)有較好的實(shí)用性 ,為抗洪搶險(xiǎn)部隊(duì)提供了強(qiáng)有力的衛(wèi)生保障。今后遇到類似任務(wù)時(shí)也可借鑒。
[Abstract]:Objective: in order to explore and sum up the experience of health and epidemic prevention and support in flood fighting and rescue troops, to guide the basic level health and epidemic prevention personnel to carry out the epidemic prevention work better in the flood fighting site, so as to ensure the health of officers and men and the smooth completion of the task of flood prevention and rescue. Methods: on the basis of summing up and analyzing the methods and characteristics of the health and epidemic prevention work in Dongting area of Hunan Province, the following measures were adopted in the implementation of health and epidemic prevention guarantee: (1) the "three combinations" were done well. That is, the combination of superiors and subordinates; professional prevention and mass prevention; the army and local integration. (2) make good the "four passes". That is, good food and health, drinking water, vaccinations, drugs, customs declaration on the epidemic. (3) achieve "five positions". Organization and leadership in place; publicity and education in place; environmental improvement in place; health personnel in place; anti-epidemic drugs in place. Results: through the above measures, the implementation of anti-flood and emergency sanitation and epidemic prevention work was ensured, and the expected effect was achieved, and the total incidence of the army was controlled at 9.2%. The general goal of flood prevention and rescue troops is that there is no epidemic situation in the epidemic area. Conclusion: through the field work practice of flood prevention and rescue, it is practical to summarize and analyze the health and epidemic prevention measures and experience, which provides a strong health guarantee for flood fighting and rescue troops. Similar tasks can also be used for reference in the future.
