【摘要】：軍隊(duì)醫(yī)院應(yīng)急醫(yī)療分隊(duì)是處理應(yīng)急突發(fā)公共衛(wèi)生事件的核心力量,為適應(yīng)頻發(fā)多樣的應(yīng)急突發(fā)公共衛(wèi)生事件,必須完善現(xiàn)有的常態(tài)化應(yīng)急衛(wèi)勤保障機(jī)制。在應(yīng)對(duì)應(yīng)急突發(fā)公共衛(wèi)生事件中,中醫(yī)藥是中國(guó)特色醫(yī)藥衛(wèi)生事業(yè)的重要組成部分,與西醫(yī)藥共同承擔(dān)著維護(hù)和增進(jìn)人民健康的重要任務(wù),是突發(fā)公共事件衛(wèi)生應(yīng)急工作的重要力量。在突發(fā)急性傳染病類(lèi)突發(fā)公共衛(wèi)生事件防治和突發(fā)公共事件醫(yī)療衛(wèi)生救援工作中發(fā)揮了積極作用,取得了良好效果。中醫(yī)藥不僅對(duì)疾病的預(yù)防和救治發(fā)揮了重要作用,對(duì)災(zāi)后疫情的控制,疾病的康復(fù)更是不可或缺的重要保障手段。但同時(shí)也反映出中醫(yī)藥在應(yīng)急保障中存在種種缺陷。 本文從中醫(yī)藥防治在應(yīng)急條件下的應(yīng)用歷史和現(xiàn)狀出發(fā),論述了中醫(yī)藥在應(yīng)急機(jī)制中的歷史經(jīng)驗(yàn)和優(yōu)勢(shì)。對(duì)中醫(yī)藥在軍隊(duì)醫(yī)院處理應(yīng)急突發(fā)公共衛(wèi)生事件中的需求、應(yīng)用作了回顧性研究,采用分層抽取的調(diào)查方法,分析中醫(yī)藥在應(yīng)急突發(fā)公共衛(wèi)生事件中保障機(jī)制的構(gòu)成。 結(jié)果表明,96.4%的醫(yī)務(wù)人員在應(yīng)急救災(zāi)中會(huì)選擇中西醫(yī)結(jié)合的方式治療,在處理皮膚類(lèi)疾病時(shí),中西醫(yī)結(jié)合已成為最重要治療手段。82.5%的醫(yī)務(wù)人員對(duì)中醫(yī)藥培訓(xùn)有需求。調(diào)查結(jié)果肯定了中醫(yī)藥在應(yīng)急突發(fā)公共衛(wèi)生事件中的獨(dú)特優(yōu)勢(shì)和不可替代的作用。中西醫(yī)并重的保障機(jī)制是未來(lái)我軍應(yīng)急醫(yī)療分隊(duì)建設(shè)的方向。 并結(jié)合調(diào)查研究結(jié)果,就如何在應(yīng)急條件下軍隊(duì)醫(yī)院充分發(fā)揮中醫(yī)藥防治的傳統(tǒng)優(yōu)勢(shì)和獨(dú)特作用,結(jié)合軍隊(duì)醫(yī)院實(shí)際,從三方面提出了軍隊(duì)醫(yī)院中醫(yī)藥應(yīng)急保障機(jī)制的建設(shè)與發(fā)展策略構(gòu)想:1、立足當(dāng)前,制定以中西藥結(jié)合為主的合理的應(yīng)急保障預(yù)案;2、打牢基礎(chǔ),加強(qiáng)中醫(yī)藥應(yīng)急醫(yī)療救治和預(yù)防能力的建設(shè);3、著眼未來(lái),建立應(yīng)急條件下中醫(yī)藥隊(duì)伍的訓(xùn)練機(jī)制。以著力提高軍隊(duì)?wèi)?yīng)急機(jī)動(dòng)衛(wèi)生分隊(duì)在應(yīng)急突發(fā)公共衛(wèi)生事件中的保障能力。
[Abstract]:The emergency medical unit of military hospital is the core force to deal with emergency public health emergencies. In order to adapt to the frequent and varied public health emergencies, it is necessary to perfect the existing regular emergency medical support mechanism. In dealing with emergency public health emergencies, Chinese medicine is an important part of the medical and health undertakings with Chinese characteristics. Together with Western medicine, it is an important task to maintain and improve the health of the people. It is an important force in the public emergency work. It has played an active role in the prevention and treatment of public health emergencies of acute infectious diseases and the medical and health rescue work of public emergencies and achieved good results. Traditional Chinese medicine not only plays an important role in the prevention and treatment of diseases, but also plays an indispensable role in the control of post-disaster epidemic situation and the rehabilitation of diseases. But at the same time, it also reflects the existence of various defects in emergency protection of traditional Chinese medicine. Based on the history and present situation of the application of TCM in emergency, this paper discusses the historical experience and advantages of TCM in emergency mechanism. The application of traditional Chinese medicine (TCM) in emergency public health emergencies in military hospitals was studied retrospectively. The composition of the guarantee mechanism of TCM in emergency public health emergencies was analyzed by using the method of stratified extraction. The results showed that 96. 4% of the medical staff would choose the combination of traditional Chinese and western medicine in emergency disaster relief. In the treatment of skin diseases, the combination of traditional Chinese and western medicine has become the most important treatment means. 82.5% of the medical staff have a need for training of traditional Chinese medicine. The results confirmed the unique advantages and irreplaceable role of Chinese medicine in emergency public health emergencies. The guarantee mechanism with equal emphasis on traditional Chinese and western medicine is the direction of our army's emergency medical team construction in the future. Combined with the results of investigation and research, how to give full play to the traditional advantages and unique functions of traditional Chinese medicine prevention and treatment in military hospitals under emergency conditions, as well as the actual situation of military hospitals, This paper puts forward the construction and development strategy conception of Chinese medicine emergency support mechanism in military hospitals from three aspects: (1) based on the current situation, we should formulate a reasonable emergency support plan with the combination of traditional Chinese and western medicine and lay a solid foundation for it. To strengthen the construction of emergency medical treatment and prevention capacity of traditional Chinese medicine (TCM), we should focus on the future and establish the training mechanism of TCM contingent under the emergency condition. In order to improve the military emergency mobile health unit in emergency public health emergency support ability.
