【摘要】：目的:評(píng)價(jià)軍隊(duì)醫(yī)院藥學(xué)部門的相對(duì)效率,為醫(yī)院合理配置藥學(xué)資源提供決策參考。方法:運(yùn)用數(shù)據(jù)包絡(luò)分析方法(DEA),以藥學(xué)人員、設(shè)施設(shè)備、實(shí)際使用面積、發(fā)展建設(shè)經(jīng)費(fèi)為投入要素,以藥品收費(fèi)、臨床藥學(xué)服務(wù)、藥學(xué)信息服務(wù)、學(xué)術(shù)成果、科研活動(dòng)等為產(chǎn)出要素,評(píng)價(jià)71家軍隊(duì)醫(yī)院藥學(xué)部門的生產(chǎn)效率,對(duì)不同經(jīng)濟(jì)條件假設(shè)下的評(píng)價(jià)結(jié)果進(jìn)行效率分解,以評(píng)估各部門的規(guī)模效率、要素處置效率和純技術(shù)效率;結(jié)果:數(shù)據(jù)包絡(luò)分析表明28家醫(yī)院的藥學(xué)部門相對(duì)效率值為1,DEA有效,43家醫(yī)院藥學(xué)部門相對(duì)效率1,投入要素存在效率損失;多元線性回歸分析表明,醫(yī)院編制等級(jí)、醫(yī)院病床展開數(shù)、臨床藥師下臨床的時(shí)間、人員新進(jìn)率、本科以上學(xué)歷的藥學(xué)專業(yè)技術(shù)人員比例、病床使用率等因素與5項(xiàng)產(chǎn)出要素值相關(guān),并建立5個(gè)多元線性回歸方程;Pearsonχ2檢驗(yàn)表明規(guī)模效率、要素處置效率和純技術(shù)效率相對(duì)無效的藥學(xué)部門在不同的醫(yī)院編制等級(jí)中的分布差異有統(tǒng)計(jì)學(xué)意義,要素處置效率、純技術(shù)效率相對(duì)無效的藥學(xué)部門在不同地區(qū)的分布差異有統(tǒng)計(jì)學(xué)意義;Pear-son兩兩相關(guān)分析結(jié)果表明藥學(xué)部門DEA相對(duì)效率值與醫(yī)院等級(jí)相關(guān),與醫(yī)院所屬地區(qū)和所在城市無關(guān)。結(jié)論:軍隊(duì)醫(yī)院的編制等級(jí)以及由此引起的資源和技術(shù)力量的有效配置可能是藥學(xué)部門提高效率的關(guān)鍵因素。
[Abstract]:Objective: To evaluate the relative efficiency of pharmaceutical departments in military hospitals, and to provide a decision reference for rational allocation of pharmaceutical resources in hospitals. Methods: using data envelopment analysis (DEA), pharmaceutical personnel, facilities and equipment, actual use area, development and construction funds are the input factors, drug charge, clinical pharmacy service, pharmaceutical information service and academic achievements. Scientific research activities were used as output factors to evaluate the production efficiency of the Pharmaceutical Department of 71 military hospitals and to decompose the evaluation results under the hypothesis of different economic conditions to evaluate the efficiency of each department, the efficiency of factors disposal and the pure technical efficiency. The results of data envelopment analysis showed that the relative efficiency of the Pharmaceutical Department of the 28 hospitals was 1, DEA Effective, the relative efficiency of the Pharmaceutical Department of 43 hospitals was 1, and the input factors had the efficiency loss. The multiple linear regression analysis showed that the hospital compilation grade, the hospital bed unfolding, the clinical pharmacist's clinical time, the new rate of personnel, the proportion of pharmaceutical technical personnel with the bachelor degree or above, the use rate of the sick bed were related to the 5 output factors. 5 multiple linear regression equations were established, and the Pearson chi 2 test showed that the distribution difference of pharmaceutical department in different hospital levels was statistically significant, and the distribution difference between the pure technical efficiency and the pure technical efficiency in different areas was different. Statistical significance; Pear-son 22 correlation analysis shows that the relative efficiency value of the pharmaceutical department DEA is related to the hospital level, and is not related to the area of the hospital and the city. Conclusion: the level of military hospitals and the effective allocation of resources and technical forces from the military hospitals may be the key factors for the efficiency of the pharmaceutical department.
