【摘要】： 本文通過對軍隊醫(yī)院信息管理體系建設發(fā)展歷程的回顧和對我國醫(yī)院信息管理體系建設現(xiàn)狀的分析,認為我國軍隊醫(yī)院信息管理系統(tǒng)經過多年的探索,已走出一條統(tǒng)籌規(guī)劃、集中開發(fā)、內外聯(lián)合、軍地兼容、高效低耗的建設道路�！败娮忠惶枴惫こ痰膹V泛應用,顯著提高了全軍醫(yī)院信息化水平,為實現(xiàn)新時期軍隊醫(yī)院現(xiàn)代化建設提供了有力支持。 本文分析了我國軍隊醫(yī)院信息管理體系建設的制約因素。在軍隊醫(yī)院信息體系建設中主要受到無總體規(guī)劃,投入不到位、標準化問題、管理體制改革滯后、新舊管理理念的對立、醫(yī)院信息技術人員缺乏、對醫(yī)務人員的技術培訓等因素的制約。指出我國軍隊醫(yī)院信息管理體系建設過程中存在的不足。首先,在軍隊醫(yī)院信息管理體系建設中存在著認識不到位,信息化建設與醫(yī)院管理脫節(jié),信息化建設實施策略不當,信息化建設投入強度和裝備能力不足,信息管理機制處于初級階段,宏觀管理缺乏深度和力度的問題。其次,在軍隊醫(yī)院信息體系研究中,由于受到醫(yī)院信息化水平和研究人員自身素質的限制,研究的范圍比較狹窄,研究成果的理論水平比較低等問題。 提出軍隊醫(yī)院信息體系建設的方法,一是要堅持“一把手工程”,二要建設一支高素質的專業(yè)隊伍;三要制訂完善醫(yī)院信息管理制度和嚴格操作規(guī)范;四要完善對信息系統(tǒng)的效益評價。提出軍隊醫(yī)院信息管理體系建設的對策:(1)轉變思想觀念,提高信息意識;(2)調整發(fā)展戰(zhàn)略,加強信息化建設;(3)依托信息技術,提高管理水平;(4)深化管理模式,提高綜合效益;(5)建立健全規(guī)章制度,優(yōu)化業(yè)務工作流程;(6)造就高素質人才隊伍,營造信息文化氛圍。 最后,結合我國軍隊醫(yī)院的特點提出軍隊醫(yī)院在新的軍事變革時期,如何適應建設現(xiàn)代化、信息化軍隊的總要求,建設符合國情、軍情和院情的軍隊醫(yī)院信息管理體系。實現(xiàn)加快軍隊醫(yī)院信息化建設的步伐,提高軍隊醫(yī)院的衛(wèi)勤保障能力,促進軍隊衛(wèi)生事業(yè)發(fā)展的目標。
[Abstract]:Through the review of the development course of the construction of information management system in military hospitals and the analysis of the present situation of the construction of the information management system in China's hospitals, this paper thinks that after years of exploration, the information management system of military hospitals in our country has gone out of a comprehensive planning, centralized development, internal and external joint, military and land compatibility, high efficiency and low consumption construction road. The extensive application of "No.1" project has significantly improved the information level of the whole army hospital, and has provided strong support for the modernization of military hospitals in the new era.
This paper analyzes the factors restricting the construction of information management system in military hospitals in our country. In the construction of military hospital information system, there are no overall planning, inadequate investment, standardization, lag of management system reform, the antagonism of new and old management ideas, the lack of people in hospital information technology and the technical training of medical personnel. In the construction of the information management system of military hospitals in our country, there are shortcomings. First, there is a lack of understanding in the construction of information management system in military hospitals, the disjunction of information construction and hospital management, the improper implementation strategy of information construction, the lack of input intensity and equipment capability of information construction, and the information management mechanism at the beginning. At the stage of the stage, macro management lacks depth and strength. Secondly, in the research of military hospital information system, the scope of the research is narrower and the theoretical level of the research results is low due to the level of hospital information and the limitations of the quality of the researchers.
The method of building the information system of military hospital is to adhere to the "first hand project", two to build a high quality professional team; three to formulate and perfect the hospital information management system and strict operation standard; four to perfect the evaluation of the information system, and put forward the Countermeasures for the construction of the information management system in the military hospital: (1) change the thought. Thinking and improving information awareness; (2) adjusting the development strategy and strengthening the information construction; (3) relying on information technology to improve the management level; (4) deepen the management model and improve the comprehensive benefits; (5) establish and improve the rules and regulations and optimize the business process; (6) build a high-quality personnel team and create a information culture atmosphere.
Finally, according to the characteristics of the military hospitals in our country, it is suggested that the military hospital should adapt to the construction modernization, the general requirements of the information army, and build the military hospital information management system which conforms to the national conditions, the military situation and the hospital situation in the new period of military reform. The goal of promoting the development of military health services.
