【摘要】：目的為軍事預(yù)防醫(yī)學(xué)(MPM)發(fā)展戰(zhàn)略評(píng)價(jià)提供指標(biāo)體系和模型。方法利用SWOT分析MPM發(fā)展戰(zhàn)略的內(nèi)外部條件,構(gòu)建評(píng)價(jià)指標(biāo)體系;利用層次分析法,通過(guò)專(zhuān)家咨詢(xún),計(jì)算確定各項(xiàng)指標(biāo)權(quán)重;利用SWOT分析構(gòu)建MPM發(fā)展戰(zhàn)略評(píng)價(jià)模型和對(duì)持矩陣;通過(guò)實(shí)證研究判斷MPM發(fā)展戰(zhàn)略評(píng)價(jià)指標(biāo)體系和模型的有效性。結(jié)果構(gòu)建了包括研發(fā)質(zhì)量、研發(fā)難度、研發(fā)需求、研發(fā)支撐4個(gè)一級(jí)指標(biāo),研究水平、學(xué)術(shù)地位等16個(gè)二級(jí)指標(biāo)的評(píng)價(jià)指標(biāo)體系;建立了MPM發(fā)展戰(zhàn)略的優(yōu)劣勢(shì)、機(jī)會(huì)威脅、SWOT評(píng)價(jià)模型;構(gòu)建了MPM發(fā)展戰(zhàn)略對(duì)持矩陣。結(jié)論該評(píng)價(jià)指標(biāo)體系和模型能準(zhǔn)確評(píng)價(jià)MPM發(fā)展戰(zhàn)略,可為MPM發(fā)展戰(zhàn)略的制訂提供科學(xué)依據(jù)。
[Abstract]:Objective to provide an index system and model for the development strategy evaluation of military preventive medicine (MPM). Methods SWOT was used to analyze the internal and external conditions of MPM development strategy, and an evaluation index system was constructed. The weight of each index was calculated by using AHP and expert consultation, and SWOT analysis was used to construct MPM development strategy evaluation model and counterweight matrix. The effectiveness of MPM development strategy evaluation index system and model is judged by empirical research. Results the evaluation index system of 16 secondary indexes including R D quality, R D difficulty, R D demand, R D support, R D level, academic status and so on was constructed, and the advantages and disadvantages of MPM development strategy were established. The SWOT evaluation model of opportunity threat is constructed, and the MPM development strategy pair matrix is constructed. Conclusion the evaluation index system and model can accurately evaluate MPM development strategy and provide scientific basis for the formulation of MPM development strategy.
