【摘要】：目的 :積極開展創(chuàng)建海軍級衛(wèi)生單位活動 ,旨在全面提高部隊生活、環(huán)境衛(wèi)生質(zhì)量 ,增強官兵衛(wèi)生素質(zhì)和自我保健能力。方法 :結(jié)合部隊實際 ,按照《“九五”期間全軍除害滅病規(guī)劃》和《關(guān)于開展創(chuàng)建等級衛(wèi)生單位活動的通知》精神 ,在實踐中認(rèn)真抓好部隊全面衛(wèi)生建設(shè)。結(jié)果 :通過“創(chuàng)建”活動 ,官兵生活環(huán)境質(zhì)量、衛(wèi)生知識和健康教育水平明顯提高 ,常見傳染病年發(fā)病率、晝夜發(fā)病率分別下降了 2 8%和 2 2 % ,鼠密度由原來的 16.9%下降到 0 .86%。其主要經(jīng)驗是 :以爭創(chuàng)海軍級衛(wèi)生單位為目標(biāo) ,著重抓好如下幾點 :( 1)在轉(zhuǎn)變觀念和形成合力上求落實 ;( 2 )在治理環(huán)境和配套建設(shè)上求突破 ;( 3)在規(guī)范管理和提高素質(zhì)上求發(fā)展。結(jié)論 :實踐中總結(jié)出的基本經(jīng)驗得到考評專家和上級領(lǐng)導(dǎo)的充分肯定。對“創(chuàng)建”活動有一定的指導(dǎo)作用。
[Abstract]:Objective: to develop the activities of establishing naval health units in order to improve the quality of military life and environmental hygiene, and to enhance the health quality and self-care ability of officers and soldiers.Methods: in accordance with the "Ninth Five-Year Plan" and the "notice on establishing the activity of the level Health Unit", we should do a good job in the construction of the army's overall health in practice.Results: the quality of living environment, health knowledge and health education level of officers and soldiers were improved obviously through "creating" activities. The annual incidence of common infectious diseases and the incidence rate of day and night decreased by 28% and 22%, respectively.The density of rats decreased from 16.9% to 0.86%.Its main lesson is: the goal is to create a naval health unit.Focus on the following points: (1) strive for implementation in changing concepts and forming resultant forces; (2) strive for breakthroughs in managing the environment and supporting construction; (3) seek development in standardizing management and improving quality.Conclusion: the basic experience summarized in practice is fully affirmed by appraisal experts and superior leaders.It has a certain guiding function to the "create" activity.
