【摘要】：目的 :做好軍隊(duì)醫(yī)院疫情報(bào)告管理工作 ,提高疫情報(bào)告的及時(shí)率 ,降低漏報(bào)率 ,為提高部隊(duì)?wèi)?zhàn)斗力服務(wù)。方法 :采取回顧性分析 ,認(rèn)真系統(tǒng)總結(jié)幾年來(lái)的做法、存在問(wèn)題并提出建議。結(jié)果 :通過(guò)實(shí)踐總結(jié)出 5點(diǎn)做法 :(1 )加強(qiáng)組織領(lǐng)導(dǎo) ,不斷強(qiáng)化醫(yī)務(wù)人員疫情報(bào)告責(zé)任意識(shí) ;(2 )健全疫情管理組織和報(bào)告網(wǎng)絡(luò) ,不斷完善管理機(jī)制 ;(3)抓住五個(gè)環(huán)節(jié) ,不斷提高疫情報(bào)告質(zhì)量和水平 ;(4 )充分利用軍隊(duì)醫(yī)院信息系統(tǒng) ,科學(xué)掌握傳染病信息動(dòng)態(tài) ;(5 )深入部隊(duì)調(diào)查研究 ,全面掌握體系部隊(duì)疫情動(dòng)態(tài)。由于醫(yī)院疫情報(bào)告管理工作落實(shí)到位 ,疫情報(bào)告及時(shí)率達(dá) 1 0 0 % ,漏報(bào)率保持較低水平。為進(jìn)一步做好工作 ,針對(duì)存在的問(wèn)題 ,提出 4點(diǎn)建議 :(1 )加強(qiáng)法制建設(shè) ,強(qiáng)化醫(yī)務(wù)人員的法制觀念 ;(2 )完善疾病監(jiān)控機(jī)制 ,研制開(kāi)發(fā)疫情管理信息自動(dòng)化軟件 ;(3)加大實(shí)際投入 ,使人才、經(jīng)費(fèi)、裝備的投入向基層和防病工作傾斜 ;(4 )嚴(yán)格獎(jiǎng)懲激勵(lì) ,適時(shí)開(kāi)展檢查評(píng)比。結(jié)論 :認(rèn)真落實(shí)《傳染病防治法》、《軍隊(duì)傳染病防治條例》等有關(guān)法規(guī)條例 ,積極做好疫情的監(jiān)督監(jiān)測(cè) ,才能降低漏報(bào)率 ,提高及時(shí)率 ,保障官兵的身體健康 ,增強(qiáng)部隊(duì)的戰(zhàn)斗力。
[Abstract]:Objective: to do a good job in the management of epidemic situation report in military hospital, to improve the timely rate of epidemic report, to reduce the rate of missing report, and to serve to improve the combat effectiveness of the army. Results: five points of practice: 1) strengthen organizational leadership, constantly strengthen the awareness of the responsibility of medical personnel reporting epidemic situation. 2) improve the organization and reporting network of epidemic situation management. To continuously improve the management mechanism and seize the five links, to continuously improve the quality and level of the epidemic situation report 4) to make full use of the military hospital information system, to scientifically master the information dynamics of infectious diseases and 5) to conduct in-depth investigation and research in the army. Because of the implementation of the management of the hospital epidemic situation report, the timely reporting rate of the epidemic situation reached 100%, and the rate of missing report remained at a relatively low level. In order to further do the work well, the existing problems were pointed out. Four suggestions: 1) strengthen the legal system construction, strengthen the legal system concept of medical personnel and improve the disease monitoring mechanism, develop and develop the information automation software for epidemic situation management, increase the actual investment, make the talents, funds, etc. The input of equipment to the basic level and disease prevention work should be strictly rewarded and punished, and the inspection and evaluation should be carried out in good time. Conclusion: the relevant laws and regulations, such as the Law on the Prevention and Control of Infectious Diseases and the regulations on the Prevention and Control of Infectious Diseases in the Army, are conscientiously implemented. Only by actively supervising and monitoring the epidemic situation can we reduce the rate of underreporting, improve the timely rate, ensure the health of officers and men, and enhance the combat effectiveness of the troops.
