【摘要】：食物安全是關(guān)乎國(guó)際民生的重要方面，如何全方位確保食物安全一直是我國(guó)政府和人民比較關(guān)注的問(wèn)題。近年來(lái)，隨著突發(fā)事件發(fā)生的頻率、種類增加和對(duì)食物安全影響的不斷加深，開(kāi)展突發(fā)事件條件下的食物安全保障研究具有十分重要的意義。 本研究在充分查閱國(guó)內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上，構(gòu)建文章研究框架，主要從以下幾個(gè)方面開(kāi)展研究：第一，詳細(xì)分析影響我國(guó)食物安全的突發(fā)事件的特點(diǎn)，以及目前我國(guó)突發(fā)事件條件下食物安全保障現(xiàn)狀；第二，構(gòu)建我國(guó)突發(fā)事件條件下食物安全保障能力評(píng)估體系，并對(duì)“汶川地震”條件下的食物安全保障進(jìn)行實(shí)證評(píng)估，分析得出目前我國(guó)突發(fā)事件條件下食物安全保障中存在的問(wèn)題及其原因；第三，充分研究國(guó)外突發(fā)事件條件下食物安全保障的先進(jìn)經(jīng)驗(yàn),構(gòu)建我國(guó)突發(fā)事件條件下食物安全保障體系,并提出促進(jìn)我國(guó)突發(fā)事件條件下食物安全保障能力進(jìn)一步提高的政策建議。 通過(guò)研究，本文得到以下幾點(diǎn)主要結(jié)論： （1）影響我國(guó)食物安全的突發(fā)事件呈現(xiàn)出災(zāi)害種類多、發(fā)生頻率高，分布區(qū)域廣、區(qū)域差異明顯，造成損失重等特點(diǎn)，同時(shí)我國(guó)突發(fā)事件條件下食物安全保障工作發(fā)展趨勢(shì)良好，不斷進(jìn)步和完善。（2）運(yùn)用本文構(gòu)建的突發(fā)事件條件下食物安全保障能力評(píng)估體系，研究“汶川地震”下食物安全保障能力，分析得出綜合得分為1.89，說(shuō)明目前我國(guó)突發(fā)事件條件下的食物安全保障能力仍處在中等水平。（3）我國(guó)應(yīng)該建立起包括完整組織體系、先進(jìn)信息系統(tǒng)、高素質(zhì)救援保障隊(duì)伍和完備監(jiān)督考核體系的突發(fā)事件條件下食物安全保障體系，同時(shí)體系采用預(yù)防準(zhǔn)備、預(yù)警響應(yīng)、應(yīng)急響應(yīng)和災(zāi)后重建的四階段的體系運(yùn)作模式。（4）我國(guó)應(yīng)該采用“內(nèi)外兼修”的方式，兩條腿走路，同時(shí)注重“硬件設(shè)施”和“軟實(shí)力”建設(shè)，推進(jìn)我國(guó)突發(fā)事件條件下食物安全保障進(jìn)步。 本文在突發(fā)事件條件下食物安全保障研究方面，取得了一定的成果，，但是同時(shí)也清楚認(rèn)識(shí)到仍然存在一些缺點(diǎn)與不足，在以后的工作學(xué)習(xí)中，將會(huì)不斷深入研究，增加研究的深度，以期切實(shí)為突發(fā)事件條件下食物安全保障提供技術(shù)支持。
[Abstract]:Food safety is an important aspect of international people's livelihood. How to ensure food safety in all directions has always been concerned by Chinese government and people. In recent years, with the frequency, variety increase and the impact on food safety deepened, it is of great significance to carry out food safety research under the emergency conditions. On the basis of full reference to relevant literature at home and abroad, this study constructs a research framework, mainly from the following aspects: first, the characteristics of emergencies affecting food security in China are analyzed in detail. And the current situation of food security under the condition of emergency in our country; Second, construct the food safety ability evaluation system under the emergency condition of our country, and carry on the empirical evaluation to the food safety guarantee under the "Wenchuan earthquake" condition. The problems and causes of food security under the condition of emergency in our country are analyzed. Thirdly, we should fully study the advanced experience of food security under the emergency condition of foreign countries, and construct the food safety guarantee system under the emergency condition in our country. Some policy suggestions are put forward to further improve the ability of food safety and security under the emergency condition in China. The main conclusions of this paper are as follows: (1) there are many kinds of disasters, high frequency, wide distribution, obvious regional differences, heavy losses and so on. At the same time, the food security work under the emergency condition in our country has a good development trend, and has made continuous progress and consummation. (2) using the evaluation system of food safety security ability under the emergency condition constructed in this paper, The food safety ability under Wenchuan earthquake was studied, and the comprehensive score was 1.89. It shows that the ability of food safety and security under the emergency condition is still at a moderate level. (3) China should establish a complete organizational system, advanced information system, The food safety guarantee system under the emergency condition of the high quality rescue guarantee team and the complete supervision and assessment system, at the same time, the system adopts preventive preparation and early warning response. The four-stage system operation mode of emergency response and post-disaster reconstruction. (4) China should adopt the "inside and outside repair" mode, walk on two legs, and pay attention to the construction of "hardware facilities" and "soft power" at the same time. To promote food safety and security progress under the emergency conditions in China. In this paper, some achievements have been made in the research of food safety and security under the emergency condition, but at the same time, it is also clearly recognized that there are still some shortcomings and shortcomings, which will be studied deeply in the future work and study. To provide technical support for food safety under emergency condition.
